On October 10, 2024 at approximately 8:25am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with co-licensees, Khilola Begiyeva and Malika Safayeva, and explained the purpose of the visit. Upon LPA's arrival, children were also arriving to the facility.

Co-licensees live in the multilevel home with adult son/brother and minor child/sibling. All adults living in the home have fingerprint clearance on file. Hours of operation are Monday through Friday 8:30am to 5:30pm. Present during LPA's visit included co-licensees, teaching assistant and 9 preschool age children. Facility is a large licensed capacity and is operating within capacity limits and ratio during LPA's visit.

With co-licensee, LPA inspected day care areas for health and safety hazards. The DAY CARE AREAS are the living room (main classroom), dining area (arts and crafts/eating room), family room (playroom), nap room (located next to playroom), bathroom #1 and backyard. The OFF LIMIT AREAS include the kitchen (pass by only), garage and entire upper level of home (with bedrooms). Off limit areas are made inaccessible with a child safety gate and/or locked doors. There are stairs in the home that are made inaccessible with a child safety gate.

Co-licensees operate home as a Russian immersion program. LPA observed playrooms and arts and crafts area to have a variety of toys and equipment that are in good condition. There is furniture for children's use that are age appropriate. LPA observed home to have a variety of materials and activities for children that are in good condition. Storage for children's belongings are located inside the home, labeled with their individual names and photos.

Home is in good repair with proper temperature and ventilation. There is a fireplace in the living room that is made inaccessible to children. Flooring in day care areas includes carpets and rugs that are free of stains. LPA did not observe any accessible electrical outlets. LPA observed cleaning solutions and poisons to be stored in home's high shelves, inaccessible to children. In kitchen, LPA observed knives to also be stored in high shelves, inaccessible to children.

LPA observed a fully charged fire extinguisher, fire alarm system, emergency backpack and multiple smoke and carbon monoxide detectors. Carbon monoxide detector was tested during LPA's visit and was observed to be in working condition.

Sleeping room for children includes toddler beds and mats. Sheets and blankets are provided by co-licensee. Per co-licensee, sheets and blankets are laundered weekly or as needed.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Bathroom for children's use was observed to be in working condition. LPA observed drawers in children's bathroom to not have any poisonous items stored. There is a diaper changing table in the home, if needed. Diapers are provided by children's families and are appropriately stored. LPA observed garbage bin in restroom to have a tight fitting lid.

Backyard is fully fenced and enclosed. Backyard includes a variety of outdoor toys and equipment that are in good condition. There is a sandbox with an appropriate cover. Children utilize indoor and outdoor shoes that are stored appropriately. LPA did not observe any pools, spas or bodies of water on site.

Co-licensees currently provide a food service that includes breakfast, lunch and dinner. Reusable plates and utensils are utilized for children that are sanitized daily in home's dishwasher.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Co-licensee has licensing documentation properly posted and available for review. Co-licensee maintains a childcare roster that was made available for LPA's review. Disaster drills are conducted and properly documented. Last disaster drill was conducted 3/18/2024. Per co-licensee, there are no weapons or firearms in the home.

LPA reviewed facility records that included five random children's records, co-licensees' records and teaching assistant's record. Children's records are complete with emergency contact information. LPA observed co-licensees and teaching assistant's records are also complete with immunization records. Co-licensees and teaching assistant have a current CPR/First Aid certification that will expire 01/2025. Co-licensees and teaching assistant also have a current Mandated Reporter certification. LPA reminded co-licensee Mandated Reporter training must be renewed every two years by all staff working with children.

Co-licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Co-licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the co-licensee, Khilola Begiyeva, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were issued today during LPA's visit.

A notice of site visit was given and must remain posted for 30 days.
