1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analyst (LPA) Glenn Schnell met with applicant Karen Haas- Foletta and site supervisor/director Jennifer Foletta, today for a pre-licensing inspection. This inspection included a technical assistance inspection for COVID-19 guidance and support. The applicant is requesting 18 infants (ages birth to two years old). The infant program will be part of a combination center as the applicant has also applied for a preschool license for 60 children (ages two years old to entry into first grade) at this same location. The facility plans to operate Monday - Friday; 7:00 AM to 6:00 PM. The designated director/site supervisor for the facility will be Jennifer. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity. Indoor Infants: There are two classrooms that will be used for the infant program . The following square footage was calculated for each room: Room 134, 486.495 sq ft. , Room 137, 686.114 -sq ft. Total useable indoor square footage for the infant program is 1172.609 sq ft divided by 35 sq ft equals 32 children. The classrooms are observed today to be clean and equipped with fire extinguisher, smoke and carbon monoxide detectors, cubbies for infants personal belongings, a crib area with sufficient cribs, cots for older infants, and age appropriate toys and equipment for infants. There is storage for infants personal belongings, bedding and other items provided by the parents for the care of individual infants. There is a teacher preparation area and a bathroom area that is shared between rooms 134 and 137. Diaper changing tables with a sink within arms reach are located in the bathroom with two toilets and a sink for infant/toddlers. The teacher preparation area has a stove, refrigerator, dishwasher.

The program will provide diapers and wipes for the infants. Food is provided by the parents until the children can eat table foods, then the facility will provide foods. Food for each infant will be properly stored and labeled with the child's name and date. Applicant was reminded that cleaning products and other chemicals are not to be stored with foods. A combination of disposable products and washable dishes and utensils will be used for food service. There are dishwashers in each classroom. Parents will provide any special items for their own individual infants and the staff will ensure these items are sent home with the infants each day, including left over food. Napping equipment for older infant children developmentally too old for a crib will be a cot with sheets and blankets and will be provided by the program. The napping equipment and bedding for infants will be laundered daily by the program. Drinking water for the children will be provided indoors. Medications for infants will be stored in the staff room, or in the teacher preparation room in high cabinets or in locked boxes in the refrigerators. The food service area and diaper changing area are located in separate areas. All furnishing and equipment is observed to be safe and in good condition. There are garbage cans with tight fitting lids. The indoor space is equipped with a fire extinguisher, smoke and carbon monoxide detectors, first aid and emergency supplies. There are 3 sinks in the infant classroom for children's usage. All sinks accessible to children deliver water no warmer than 120 degrees. There are 2 toilets for infants/toddlers for potty training. There is a separate bathroom for staff. The isolation room for ill infant will be in the directors office and an ill child will use the adult bathroom in the hallway.

The facility is located next to a creek. Adequate fencing is installed on the door to the outdoor activity space and the space has at least a five foot tall non-climbable fence.

Outdoor Infants: The outdoor area for Infants measures 1216.691 square feet allowing for 16 infants. Applicant will ensure all infants are provided with outdoor time each day. There is a small sand area on the outdoor space. The outdoor area surface and equipment is observed to be clean, in good condition, and age appropriate. There are no climbing structures. The facility uses portable shade structures to provide shade for the children. Drinking water will be made accessible to infants outdoors.

The following items were reviewed as part of today's visit: Record keeping for staff, children and facility records, maintaining and updating needs and service plans for infants, Individual Infant Sleeping Plan (LIC 9227), Care and Supervision of the Children, Child Discipline Procedures- talking and redirection will be used, Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements (Safe Sleep and SIDS discussed), Completion of Individual Infant Sleeping Plans and supervision of napping infants, Food Service for Infants, Transportation-none provided, Parents Rights, and Reporting Requirements. Applicant will ensure all require postings are displayed and visible to children’s authorized representatives at all times. Water testing for Lead requirement was discussed but this building was built after 2010. The facility will conduct monthly disaster drills and a log will be maintained for review upon request.
This facility will provide Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. LPA Schnell reviewed the completed COVID-19 self assessment guide with the applicant. LPA also reviewed COVID-19 required postings. Applicant was informed that access to available Personal Protective Equipment (PPE) may be available through the local child care resource and referral agency.
