On August 17th, 2023 at approximately 1pm, Licensing Program Analyst (LPA) Tapia-Mandujano conducted an announced case management inspection and met with Director, Carol Thomsen. Facility is requesting an increase in capacity from 30 to 32 children (20 infants and 12 toddlers). Present at the facility are Director and 7 staff supervising 10 children (7 infants, and 3 toddlers). All adults working in the facility have fingerprint clearance and are associated to the facility.

Facility operates on the Belle Haven Elementary school. Facility operates Monday to Friday from 7:30 am to 5:30 pm. Main entry to the facility is at 1391 Chilco Street. Facility also has preschool license #414004132 on the premises. Facility was inspected today for health and safety hazards and measured to calculate capacity.

Indoor: Classrooms P13 and P15 will be used for the infant program. Classroom P14 will be used for toddler program ages 18 month to 36 months. Classroom P15 has a total usable indoor space of 715.047 allowing for 20 infant children. Total useable indoor area for all three classrooms measures at 2,147.55 sq ft allowing for 61 children exceeding the number of desired capacity of 32.

There are two toilets and two sinks accessible for children's use in the toddler classrooms (one sink in the bathroom and one sink outside of the bathroom). Bathroom is located in-between the toddler classrooms. The indoor space of the classrooms are observed today to be clean and all furnishings, toys, and equipment observed to be age appropriate, safe, and in good condition. There is a storage space for children's personal belongings in each classroom. Cribs are used in the infant room (P15) and tots will be utilized for napping children in P13 and P14 classrooms.

Outdoor: Classroom P15 will utilize back porch of classroom for infants. Total measurable outdoor area is 281.60 sq ft which allows up to 4 children. Porch have age appropriate toys and equipment that are safe and in good condition. Back porch has an overhead awning built in for shade. Main outdoor play area in front of classrooms P13 and P14 will be used for the toddler program. Main outdoor play area has 4170.99 sq ft. allowing for 55 children. Rotational waiver will be submitted for infants and toddlers to share the main outdoor play area.

During today's inspection, LPA and Director talked about the age range between infants and toddler. LPA also received the following documents; updated LIC 200A.

LPA will approve capacity of 32 infant children, once rotational waiver is approved.

***No deficiencies were cited against the facility under CCR,Title 22, Div. 12, Ch. 1. ***

A notice of site visit was given and must remain posted for 30 days.
