On 10/10/2023, at approximately 10:15am, Licensing Program Analysts (LPAs) Jonathan Tse and Leslit Tapia-Mandujano conducted an unannounced annual visit to L'Academy Preschool Redwood City. LPAs were granted entry to the facility by Director, Bernadette Pioroda-Cruz. LPAs explained the purpose of the visit. Present in the facility were the Director and four staff members supervising seven infant children. Facility is in compliance with child-staff ratios. Facility hours are from 8:30am to 5:30pm.

LPAs and Director inspected the facility for any health and safety hazards. LPAs observed all required postings to be posted in the entryway of the facility. There is a fully charged 2A10BC fire extinguisher present outside the infant classroom. Electrical outlets were observed to be covered when not in use. The infant classroom was observed to be in orderly condition. LPAs observed that there was a baby bouncer located in the infant classroom. LPAs informed Director of the requirement to remove the bouncer and Director removed it from the classroom. The diaper changing station is within hands reach of the nearest sink.

The outdoor infant play area was observed to be in clean and orderly condition. The facility has a waiver to allow five infants to be present in the play area at any time. The facility was in compliance with the waiver during the visit. LPAs observed a barricade blocking the exit gate of the outdoor play area that leads to the parking lot. LPAs discussed the need for access to emergency exits and Director agreed to remove the barricade.

LPAs reviewed four staff files and five children's files. LPAs found children's files to be complete. LPAs reminded Director of requirement to have First Aid and CPR training completed with an EMSA certified vendor. LPAs additionally discussed the requirement to have complete immunization records on file for all staff, with MMR, Tdap and Influenza vaccines on record.

Facility serves food to infants in care. In the case that children bring food from home, the facility labels it and stores it in a fridge found in the staff kitchen. Facility appropriately maintains children's medication in its original packaging. Children bring their own water bottles from home and staff refills the bottles as needed.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Facility does not have any lead exceedances of 5.4ppb and is in compliance with the Written Directives.

LPAs discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
