Licensing Program Analyst (LPA) Glenn Schnell met with Applicants Yan Yu Zhao and Xu Ming Chen today for a pre-licensing inspection. This inspection included a technical assistance inspection for COVID-19 guidance and support. The applicants represent You & Me Children Center LLC, which is a limited liability corporation (LLC) established by both Yan Yu Zhao and Xu Ming Chen. Both applicants are the only managing members of the LLC. The applicants have hired a director for the facility, Tracy Ling. The applicants will also hire a teacher who is also director qualified as a back up to Tracy Ling. An updated LIC 308 will be signed by the director and submitted, once the additional staff person is hired. The applicants are requesting 30 children (ages 2 years to entry into first grade). The facility will operate Monday - Friday; 7:30 AM to 6:00 PM. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.
Indoor: There is one classroom partially divided with a counter/cabinet that will be used for the program and the following total square footage was calculated for the room: 2084.306sq ft. divided by 35 sq ft equals 59 children. The indoor space for children is observed today to be clean and all furnishing, toys and equipment observed to be safe and in good condition. There is storage space for children's personal belongings and cots to be utilized for napping children. Parents will provide a sheet and blanket for their child, bedding will sent home to be laundered weekly by parents. Cots will be cleaned at least weekly or more often if needed. The indoor space is equipped with a fire extinguisher, smoke and carbon monoxide detectors, separate staff break room where snack food is stored for the children, garbage cans with tight-fitting lids, first aid and emergency supplies. The facility is adequately ventilated and free of insects and bugs.

The Program provides two snacks daily and parents will provide lunch. Only disposable products will be used for food service since the facility is not set up to provide adequate sanitization of dishes and utensils. Snack foods will be stored in the staff break room separately from any cleaning products or other hazards. Medications will be stored in the front office area inaccessible to the children and IMS medications and supplies will be kept in the emergency bag located in the classroom inaccessible to the children; there is a refrigerator located in the staff break room for refrigerated medications. There are _2 toilets (30 capacity) and _2_ sinks (30 capacity) accessible for children's use. Bathroom is located inside the classroom and observed to be clean and with no health and safety hazards. Sinks accessible to children deliver water that is no warmer than 120 degrees. The program will provide portable water jugs and cups for children to drink water indoors and children will also bring their own individual water bottles each day for use. All toxins and other hazardous items will be stored in the staff break room inaccessible to children. Isolation of ill children will be located in the classroom library room and staff bathroom will be used for an ill child. Staff will completely sanitize the library room after the ill child is picked up and leaves the facility. There is separate cot for use by an ill child. Cot will be washed/sanitized after each use.

Outdoor: The outdoor area measures 3038.818 sq ft. allowing for a total of 40 children. The outdoor area to be used is enclosed by at least a four foot fence and observed to be clean, safe and equipped with toys and equipment for children. There is portable water and cups to allow children access to drinking water outside and children will also bring their own individual water bottles outside. Shade for children will be provided by portable shade structure over the sand box.

The following items were reviewed as part of today's visit: Attendance tracking of children (children will be signed in/out each day and pick up and drop off by electronic signature, Record keeping for staff, children and facility records, Care and Supervision of the Children, Child Discipline Procedures- staff will redirect children to a quiet time, one minute per age and talk with the child and use redirection, Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements, Food Service, Transportation-none provided, Parents Rights, and Reporting Requirements. Required postings were observed during today's inspection. Facility will conduct monthly disaster drills and a log will be maintained for review upon request. The fire safety clearance was received on 7/16/21. The requirement for Lead Water Testing was discussed (H&S Code 1597.16). Information was provided to applicants during today's inspection. Advisory Note provided to applicants stating that the requirement for testing must be met by January 2023.
This facility will provide Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. LPA also reviewed COVID-19 self assessment completed by the applicants as well as required postings Applicant was informed that access to available Personal Protective Equipment (PPE) may be available through the local child care resource and referral agency.
