On August 27th, 2024 at approximately 2:25 PM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced, annual inspection. LPA met with Administrative Director, Rita Tang, and explained the purpose of the inspection.

Hours of operation are Monday to Friday 8:00 AM to 6:00 PM. Facility operates as a Chinese/Japanese/ Spanish Immersion Montessori Program. The center is a combination center of a preschool program with a toddler component and an infant program. Present during Preschool inspection included 15 children(6 toddlers and 5 preschoolers and 4 infants) with 9 staff members (including administrative director and director/owner). Three of these staff members are part of the infant program. Facility is operating within capacity requirements and ratios at time of LPA's inspection. Facility is a two floor building. Preschool and Infant Program operates on first floor, and the second floor is for a separate High School/Middle School Program.

LPA and administrative director inspected facility, indoors and outdoors, for health and safety hazards. Infant Program operates out of 1 classroom, while preschool program operates out of three( 2 toddler rooms and 1 preschool room). LPA observed infant classroom to be clean, equipped with age appropriate toys, materials, and furniture. LPA observed electrical outlets to be made inaccessible with outlet covers and furniture. LPA also observed covered trash cans in classroom. Storage for children's belongings are located inside each classroom, labeled with each child's individual names. LPA observed classroom has enough sleeping mats available for all children in care. Per administrative director, parents take home and wash sheets weekly. Facility uses Online App to document infant sleep. Changing tables are within arm's reach of an adult sink.

LPA observed facility has an installation of a fire alarm system throughout the entire building. Facility has multiple smoke and carbon monoxide detectors. Classroom has a fully stocked and accessible first aid kit. Facility has multiple fire extinguishers located through out the facility. All poisons, cleaning solutions and hazardous materials are stored inaccessible to children on facility's high shelves and locked cabinets.

Facility provides all food services during the school year with use of an in house chief. A menu is posted for the month by the front office. There is a designated kitchen area in each classroom where food is prepared and a working refrigerator. Families and authorized representatives provide formula and bottles for infants in care. All bottles are properly labeled and stored in refrigerator. Water is available to children indoors and outdoors of the facility. Per administrative director, children in care only use water bottles outside the facility.

Infant program playground is separate from preschool playground. Outdoor area is fully enclosed and has age appropriate toys and materials that were in working condition. LPA observed play structure to be age appropriate and to have padding underneath.

Children are signed in and out of facility through a Montessori Transparent Classroom App by the front entrance. Facility has license documentation and information properly posted and available for review in main entrance of facility. Preschool program conducts drills every month. Last conducted disaster drill was on 08/7/2024.

LPA reviewed 4 infant children's files and 3 staff files. Children's files were complete with a record of emergency identification information on file. Staff files were incomplete. There is at least one staff member with a CPR/First Aid certificate present during today's inspection. All staff also have proof of required immunization that were made available for review. Mandated Reporter Training Certificates are not on file for each staff. Administrative director was reminded to have all staff complete Mandated Reporter Training every two years.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completed certificate on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

No deficiencies were cited today under CCR, Title 22, Div. 12, Chapt. 1.

A notice of site visit was given and must remain posted for 30 days.
