NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On August 1, 2023, Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Esperanza Hernandez for a required annual inspection. Purpose of inspection was explained. Present today, Director, 5 teacher and 25 children. Facility is operating within capacity and in compliance with staff/child ratio. All staff have fingerprint clearances. Facility operates toddler/preschool program from Monday to Friday 7:00 AM to 6:00 PM. LPA and Director toured the facility for health and safety hazards. Facility operates a toddler/preschool program with three classrooms on the campus of Harper Elementary School in rooms #1, #4 and #8. Classrooms are clean with proper temperature and ventilation. There are plenty of age-appropriate toys, furniture, indoor dramatic play area and learning materials all in good repair. Storage Cubbies are available for children to store personal items and belongings. Classroom #1 and #8 have working toilets available and sinks with no hot running water. Classroom #1 is equipped with a diaper changing table. There is a separate bathroom in facility for staff use. Classroom #4 uses restroom located outside classroom. All trash containers in bathroom and in classroom have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Classrooms have plenty of sleeping mats available for napping; parents provide sleeping blankets and are sent home weekly for laundering. Outdoor playground is surrounded with a 5 ft. fence. Playground is equipped with a playground climbing structure which is equipped with slides, stairs, and walkways. Playground has tanbark to cushion falls. The outdoor play area has asphalt for riding toys and playing. There are plenty of age-appropriate toys, riding toys, child size tables, and a garden all in good condition. There are no spas, pools, or other bodies of water. Per Director, there are no weapons or firearms on the premises. Children bring their own lunches from home and are stored in cubbies and labeled. Facility provides snack to children, LPA observed snack menus posted. Snacks are properly stored to avoid contamination. Labeled water bottles with children’s names are used indoors and outdoors. Facility refills water from a Brita pitcher. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed. LPA reviewed sign in/out sheets that are available in each classroom. LPA reminded Director to have parents sign with full signatures. Classrooms are equipped with fully charged fire extinguishers, carbon monoxide detector, and smoke alarm system. Facility is equipped with a landline phone and staff use cell phones and walkie talkies for communication.

LPA reviewed 5 children’s records 5 staff record. All the children's and staff records were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan and Daily Schedules. Last emergency drill was conducted on July 25, 2023. LPA collected a current copy of Personnel Report (LIC 500).

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). CCC COMPLETED SAMPLING BUT THE TEST RESULTS ARE NOT YET AVAILABLE. LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Facility was cited a Type B citation for not completing requiring lead water testing requirements prior to due date. Appeal Rights were provided to facility representative. See page 809D.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Director, Esperanza Hernandez.
