On December 10, 2024, at approximately 9:10am Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced, annual inspection at Harper Preschool. LPA met with Director Maritza Lopez and explained the purpose of the inspection. Present in the facility today were, Director, 6 staff and 43 preschool age children. All staff working in the facility have criminal background clearances and are associated to the facility. Facility is operating within capacity and in compliance with staff/child ratio. Preschool hours of operations are Monday to Friday 7:00am to 6:00pm.

LPA and Director toured the facility for health and safety hazards. Facility currently operates a preschool program in three classrooms: classroom #1, #3 and #8. Classrooms #2, #4, #5, #6 and #7 are currently not being used. Classrooms are clean and orderly with proper temperature and ventilation. There are plenty of age-appropriate toys, child size furniture, learning materials, indoor dramatic play areas and sleeping mats all in good repair. Classrooms #1 and #8 are equipped with storage cubbies and classroom #3 is equipped with wall storage hooks for children to store personal belongings. There are two restrooms located between classrooms #1 and #8, each restroom is equipped with one working toilet, and one sink with no running hot water. Classroom #3 uses a restroom located outside building, which has four working toilets and two sinks. There are sinks in each classroom. LPA observed a changing table in classroom #1 which was equipped with children’s diapers and toiletries. There is a separate restroom in facility for staff usage. All trash containers in restroom and in classroom have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Facility has plenty of sleeping mats available for napping and parents provide sheets and blankets for napping and are sent home weekly for laundering or as needed.

Outdoor playground is equipped with a climbing/slide play structure and ride on toys, all in good condition. Flooring under play structure is tanbark to cushion falls. The remainder of playground is asphalt. Playground is surrounded with a 5 ft metal fence. LPA did not observe any pools, spas, or other bodies of water. Per Director, there are no weapons or firearms on the premises.

Facility has a food service option for children in care. Menus are available and posted in main lobby and in classrooms. Kitchen food preparation area was observed to be clean and free of litter. LPA observed food stored properly in kitchen and resource room to prevent contamination. Children bring their own water bottles from home, LPA reminded Director to have all water bottles labeled with children’s names. Facility refills water with Brita filtered water pitchers. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed and reviewed. Sick children are isolated in nurses’ room on a cot and away from other children.

Parents sign children in and out by scanning QR code via Brightwheel app. Parents use individual PIN #’s and sign in with signature. LPA reviewed sign in/out on computer. Classroom also have a manual sign in sheet in classroom for parents’ usage. Fully charged fire extinguishers are in each classroom. Carbon monoxide detectors were observed in each classroom and tested. Smoke detectors are integrated into fire alarm sprinkler system. Facility is equipped with landline phones in each classroom and staff use walkie talkies and Brightwheel app to communicate with facility staff.

LPA reviewed 5 children’s records 5 staff record. All the children's and staff records were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, menus, and Emergency Disaster Plan. Last emergency drill was conducted October 10, 2024, and is properly documented.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies issued today at the time of LPA’s visit, in accordance with Title 22 regulations.

A notice of site visit was given and must remain posted for 30 days.
