Licensing Program Analyst (LPA) Marie Rodriguez met with Applicant representatives Jaime Sotto and Ashley Vendel for a scheduled Pre-Licensing inspection. The application is for a change of ownership. The location of the program is on the property of Shoreview United Methodist Church. The applicant will be leasing space from the Church. The applicant is requesting at total of 60 children (53 children ages 2 years old to entry into first grade) with a toddler component of 7 children (ages 18-36 months old). The facility will operate Monday to Friday from 8:00 am to 5:00 pm. The designated site director for the facility is Ashley Vendel. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.

Indoor: There are six classrooms to be used for the preschool program and one classroom to be used for the toddler component. Toddler classroom measures at 242.67 sq ft; For the preschool program: Front classroom measures at 705.48 sq ft; Two middle front classrooms measures at a total of 515.59 sq ft; Two middle back classrooms measures at a total 336.91 sq ft; and Back classroom measures at 643.70 sq ft. Total useable indoor square footage is 2,550.13 sq ft divided by 35 sq ft which equals 72 children total. Toddler classroom has a changing table and a bathroom with one sink and one toilet. Preschool classrooms share three bathrooms located on the church side of the property. One bathroom has one sink and two toilets and the other two bathrooms have one sink and one toilet each. There are 4 sinks (capacity 60) and 5 toilets (capacity 75) accessible for children's use. Staff escort children to the bathroom. There is a separate bathroom on the second floor of the church for staff. Bathrooms were observed to be clean and in good repair.

The indoor space for children is observed today to be clean and all furnishings, toys and equipment observed to be safe and in good condition. There is storage space for children's personal belongings in each classroom. Children will be signed in and out by authorized representatives using an electronic sign in/out program. The indoor space is equipped with multiple fire extinguishers, smoke and carbon monoxide detectors, fire alarm system, garbage cans with tight-fitting lids, and a fully furnished first aid kit and emergency supplies. The facility is adequately ventilated and free of insects and bugs. Cots are stored for children's naps. Facility provides cooked lunch and morning and afternoon snacks. A monthly menu is posted. Cleaning supplies and toxins are stored in the front and back kitchens which are both inaccessible to children. A sick child would be isolated in the site director's office.

Outdoor: The outdoor area measures 3620.09 sq ft. divided by 75 sq ft allowing for a total of 48 children. Facility has a set schedule for each classroom to use the outdoor area at specific times. Outdoor space waiver will be requested and a copy of outdoor play schedule will be provided. The outdoor area to be used is enclosed by at least a four foot fence and observed to be clean, safe and equipped with toys and equipment for children. Resilient material is located under the play structure. Teachers bring out children's reusable cups filled with water while outside. Shade for children will be provided by shade structures.

The following items were reviewed as part of today's visit: Record keeping for staff, children and facility records, Care and Supervision of the Children, Child Discipline Procedures - staff will talk with the children and use redirection, Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Food Service, Transportation (none provided), Parents Rights, and Reporting Requirements. Required postings were observed during today's inspection. Facility will conduct monthly disaster drills and a log will be maintained for review upon request. The fire inspection was conducted, and approval was received on February 3, 2022. The requirement for Lead Water Testing was discussed (H&S Code 1597.16) and must be met by January 2023.

LPA reviewed with facility representatives the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see
PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensure for a total of 60 children (53 children for preschool program and 7 children for the toddler program) will be approved and will be effective as of today, May 4, 2022.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
