On March 11, 2024 at 9:45am., Licensing Program Analyst (LPA) Yasha Nasiripour met with Regional Director, Eman Isbeih. Purpose of inspection was explained and was for an Unannounced, Annual Random inspection and a Case Management Investigation regarding Lead Testing requirements. Present at the school were the Regional Director, 7 staff, 39 preschool-aged children, and 5 toddlers. Center is operating within capacity requirements and in compliance with child to staff ratio. Hours of operation are Monday to Friday from 7:00am to 6:00pm.

LPA inspected center with Regional Director. There are no bodies of water, firearms, or weapons on the premises. The center is in good repair with proper temperature and ventilation and is free of any hazards. All furniture is in good condition. Classrooms are separated by age group. Toddler room has children from 18 months - 36 months old. Main room is separated by two room dividers, which enrolls 3-4 year olds on the left side, 4-5 year olds on the right side, and one area in the back of the room designated for Performing Arts and Nap time for the preschool-aged children. Each classroom has age appropriate toys and equipment. Napping equipment is in good condition and properly stored when not in use. Bathroom in Toddler room has one toilet, one sink, and one changing table. Bathroom next to main room has two toilets and one sink. Bathrooms appear to be clean, in good repair, and free of any hazards. There is an extra sink available for children's use. Each classroom has a schedule for designated bathroom breaks. There is a separate bathroom for staff usage on the premises, located upstairs, and is properly barricaded from access by children.

All required postings are properly posted in front of the office. Children bring their own reusable water bottles and staff refill them throughout the day using a water filter. Center provides morning snack, lunch, and afternoon snack. Monthly meal menu is posted in a public area. Kitchen area is clean and free of any toxins or contamination. All storage containers for solid waste have a proper lid. All cleaning products and toxins are inaccessible to children.

Napping equipment was in good condition and properly stored. Regional Director reports parents/caregivers take nap sheets home every Friday to wash and return on Monday.

There is storage space for children's personal belongings in each classroom. Children will be signed in and out by authorized representatives using an electronic sign in/out program.

The center has adequate ventilation, comfortable temperature, and lighting. Center has a built-in smoke detector, and testable carbon monoxide detector in all rooms, fire extinguishers in all rooms (2A:10:BC), and telephone service. There are first aid kit in all classrooms, as well. LPA reviewed first aid kits during inspection.

The outdoor play area is fenced for supervision with age appropriate toys and equipment in good condition. The outdoor play area offers multiple areas for shaded rest. Climbing structures are observed to be properly anchored with absorbent material installed for added safety. LPA observed water services are provided for children both inside and outside, with staff utilizing a water filtration system.

LPA reviewed facility records including: 10 children’s files and 7 personnel files. Personnel and Children files were reviewed and contained all required forms. The center has a complete record of sign-in/out sheets by authorized pickup person located in each classroom.



Facility personnel had their updated CPR/ 1st aid certification on file. Center's emergency disaster drills are conducted every month in conjunction with Building Kidz Family of San Mateo's drill schedule and are properly logged. The last drill was completed on 2/15/2024 and the next drill scheduled for 3/15/2024.

Required postings are located outside of Director's office and includes the Facility License, Notification of Parent’s Rights (PUB394), Passenger Safety Law (PUB269), Updated Monthly Menu, and Emergency Disaster Plan (LIC610).

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). The facility conducted their water test for lead contamination on May 12, 2023, which did not complete testing prior to their deadline. Type B deficiency citation was issued. (Please refer to LIC809D).



LPA verified that the lead testing result indicated by the laboratory report that leads in the drinking water levels were below the current California Action limit of 5.5ppb.

Type B violation is being cited on this day in accordance with the California Health & Safety Code, see LIC 809D.

The Regional Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center.

A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.


Please refer to LIC 809D for today’s citation. A copy of today’s report and the facility’s appeal rights were discussed and given to the Director. The Notice of Site Visit was given to the Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Regional Director, Eman Isbeih.
