On October 17, 2024, at approx.11:40pm Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Kareena Campbell for an unannounced annual inspection in conjunction with a case management inspection for a decrease of capacity. Purpose of inspection was explained. Present during today’s visit was Director only. Currently there are no children enrolled in after school program. After school program hours are Monday - Friday 3:00pm to 5:30pm

Facility operates a preschool and after school program on the site of Redwood Church. After school program is licensed in classroom portable A & B. On August 14, 2024, facility requested a decrease of capacity. On September 13, 2024, Regional office received fire inspection clearance for decrease to 10 children in portable #A. Previously licensed portable #B is now licensed under the preschool program as a toddler component classroom. Portable #A classroom measured 388.6 sq ft. The total allowable capacity measured for Portable #A classroom is 388.6 divided by 35, which equals 11 children. Fire dept. approved classroom for 10 children.

LPA and Director toured the facility for health and safety hazards. Classroom is clean and orderly with proper temperature and ventilation. There are plenty of age-appropriate toys, child size furniture, learning materials, and board games. Children’s restrooms are located in the church and are equipped with working toilets, urinals, and sinks with no running hot water. There are two separate restrooms for boys and girls and offer individual privacy. There is a separate staff restroom. All trash cans are equipped with tight fitting lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Outdoors toys are stored in a portable cart and include balls, hula hoops and other sports equipment. After school program uses outdoor courtyard area, which is located outside portable. Flooring is an asphalt blacktop. LPA observed tables with benches for children’s usage and basketball court. The outdoors is separated by a chain link for preschoolers and after school program is equipped with a gate. Per Director, there is continuous supervision by staff during operation hours. There are no pools, spas, or other similar bodies of water on the premises. Per Director, there are no weapons or firearms on the premises.

Facility provides snacks for after school program. Per Director, snacks are stored kitchen and brought over to classroom. First aid kit is fully stocked with medical supplies. Sick children are isolated in office and away from other children.

Facility is equipped with a fully charged fire extinguisher; and working carbon monoxide detector. Smoke alarm is integrated into sprinkler system. Last emergency drill was conducted last year. Facility has a landline in office and uses walkie talkies for communication with staff. Per Director, facility has a dedicated cell phone for school.

No files were reviewed today. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were issued today under Title 22 Division 12 of the California Code of Regulation.

LPA will approve decrease of capacity for after school program for 10 school age children in Portable #A, effective today.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with Director, Kareena Campbell.
