On March 13, 2025, at approximately 12:30 PM, Licensing Program Analyst (LPA) Zeynep Basak conducted an unannounced annual inspection and met with the director, Avinna Amores Nubla. The purpose of the visit was explained to the director, and LPA was granted access to the facility. The facility operates Monday to Friday from 7:30 AM to 5:30 PM.

Upon entry, LPA observed four staff members, including the director, and seven children (infants-birth to 24 months) present. The facility operated within its capacity and complied with the staff-to-child ratio on this day. LPA verified the staff members’ background clearance on the Guardian website.

The facility has a waiver for rotational usage of outdoor play area.

LPA inspected two daycare rooms, the food preparation area, and the outdoor play area with the director. LPA observed that the temperature and ventilation levels were appropriately maintained. The facility is equipped with a carbon monoxide detector and a smoke alarm, along with a fully charged fire extinguisher (model 2A:10BC) located in the classroom. The director stated that the facility conducts an emergency drill quarterly, with the most recent drill conducted on September 5, 2024.

LPA observed that the facility has age-appropriate furniture, toys, and educational materials in each classroom. The facility floors and rugs are in good condition and free of any hazards. Sleeping cots and cribs were observed in the storage area, and per the director, sheets are provided by the facility and changed daily. No items hanging above or in the crib were observed. LPA reviewed the 15-minute sleep check log for a month and found them completed.
LPA observed the changing table be placed within arm's reach of a sink and proper cleaning/disinfecting procedures were maintained. LPA confirmed that all cleaning solutions and other chemicals are properly stored and made inaccessible to children. See page 2.

LPA inspected the outdoor play area with the director and confirmed that there is a variety of play and sports equipment available for the children. All play structures are in good repair, and the playground is free from health and safety hazards. LPA observed the sand play area and discussed it with the director. Avinna stated that daily health and safety inspections are conducted before children use the sand play area.
No bodies of water were observed on the premises.

LPA observed that the facility maintains a fully stocked first aid kit and a functioning telephone. Per the director, there is only one infant with a nut allergy and no medication is maintained as the facility is nut-free.
There is an isolation area at the corner of the infant room with a designated crib for ill children.

According to Avinna, the facility provides lunch, morning, and afternoon snacks in addition to drinking water. LPA observed all infant feeding bottles labeled and stored in a proper temperature. Per the director, the facility uses an electronic sign-in/out app called Pro Care. Parents are provided with a scan code to sign in and out. Upon review, the record showed that all parents’ signatures matched and accounted for the number of children present.

All posting requirements are met by the facility, including the License, Parent’s Rights, and California Child Passenger Safety Law, as observed by the LPA.
The LPA reviewed the facility records, six children’s files, and three staff files. LPA found all required documents in the children’s files, including immunization records, LIC 700, and Personal Rights forms. LPA also confirmed that all necessary documents are available in the staff files, including Mandated Reporter Training and LIC 9052.

LPA discussed the safe sleep regulations with the director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

A notice of site visit was given to the director and must remain posted for 30 days.
