On July 5, 2023 at approximately 8:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted a scheduled pre-licensing inspection. LPA met with applicant, Kwan Dong, and program director, Irene Soriano, and explained the purpose of the inspection. No children were present during LPA's visit.

This is a relocation, capacity increase, combination application. Young World Preschool & Childcare is currently licensed with preschool facility 414004112 and infant facility 414004113. Application was received June 6, 2023.

The applicant is requesting for a combination program of an infant program and a preschool program. Under the infant program, applicant is requesting 39 infants (3 months to 24 months). Under the preschool program, applicant is requesting 150 preschool children (24 months to 5 years old).

The facility will operate Monday through Friday 7:00am to 6:00pm. Facility plans to continue for children to be signed in and out of facility with authorized representatives' written signatures. Facility may utilize an electronic signature in the future. Director is aware sign in/out records must be made available for department's review. The designated director for the facility will be Irene Soriano. The facility was inspected, indoors and outdoors, for health and safety hazards and measured to calculate capacity.

During LPA's visit, minor construction was being completed. It was discussed that applicant and director had not yet finalized plans and/or use of each classroom and outdoor space. LPA measured spaces as a tentative capacity. Applicant director understand that LPA must conduct a follow up visit to facility. Applicant and director understand that facility's overall capacity and square footage may change based on applicant and director's finalized plans of classroom and outdoor space.

Indoors: Tentatively, there will be 4 spaces that may be used for the infant program: room #1 (sleeping area for infants), room #2 (play area for infants), classroom #3 (young infant space), and classroom #4 (2s classroom). LPA did not measure room #1 that will be utilized for sleeping infants.

Room #2 was measured for 171.56 sq. ft. allowing for a capacity of 4 infants. Classroom #3 was measured for 1,085.70 sq. ft. allowing for a capacity of 31 infants. Classroom #4 was measured for 415.24 sq. ft. allowing for a capacity of 11 infants. Total indoor square footage that may be utilized for indoor capacity equals 1,501.24 sq. ft allowing for a total capacity of 42 infants. Facility also includes an office space and a separate space for the preschool program.

LPA observed infant spaces to be clean, appropriately ventilated. Classroom #3 was equipped with a variety of toys and equipment that were observed to be in good working condition. Per applicant and director, program is in process of moving additional furniture, toys and materials to facility. Storage space for children's personal belongings will be cubbies that will be kept inside the classrooms.

Tentatively, there is 1 bathroom that will be utilized for infant children that includes 2 toilets and 1 sink. Total allowable capacity for toilets is 30 children. Total allowable capacity for sinks is 15 children. There are two additional bathrooms on site that director and applicant will determine will be for staff and/or children's use. Additional bathrooms on site include 2 additional toilets and 2 additional sinks. Applicant and director are aware staff bathrooms are not to be counted towards children's toilet and sink ratio.

Program plans to provide napping infants with cots and cribs. Both the program and children's families are to provide sheets and blankets for napping infants. Per director, sheets and blankets will be sent home weekly or as needed. Cots are sanitized weekly or as needed. PIN 20-24-CCP was discussed and provided to director.

Designated isolation area will be located in facility's office. Program plans to provide breakfast, lunch and afternoon snack. Food service will be prepared in facility kitchen, located in auditorium. Director was reminded poisons and cleaning solutions must not be stored with food. Director was also reminded children who bring their own meals are to label children's individual containers with their names.

Medications with children’s individual names and required documentation will be stored in appropriate classrooms. Per director, each classroom will have a refrigerator. Medications that require refrigeration will be stored in classroom refrigerators. This facility plans to provide Incidental Medical Services –IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Outdoor: The outdoor area includes 3 spaces for preschool and infant children. Tentatively, under the infant license, there are 2 areas that will be utilized for infant children. Area includes a turf section and a padded section. The outdoor area measures for 1,134.27 sq. ft. allowing for a capacity of 15 children. Outdoor area is enclosed with an at least 4 ft. high fence. LPA did not observe any bodies of water in outdoor area. Additional outdoor toys and equipment will be provided at a later date.

LPA reminded director to conduct and document emergency disaster drills at least once every six months. Applicant and director are aware infant and preschool children cannot co-mingle at any time.

LPA reviewed with director the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Prior to recommended licensure, following must be done:
-Completion of renovation, including painting and light fixture installations.
-Fire clearance.
-Inaccessibility of electrical outlets in all classrooms.
-Addition of garbage cans with tight fitting lids in classrooms and bathrooms.
-Finalization of the classroom set ups.
-Finalization of indoor classroom, bathroom, and outdoor space usage.
-Installation of a carbon monoxide detector in each classroom.
-Re-submission of application documents.
-Submission and approval of outdoor waiver.
-Follow up inspection to facility by LPA.
-Full review of application by LPA.
-Management approval.

Director understands once facility 414005022 is licensed, license at facility 414004113 will be forfeit.
