25 | On April 30, 2024, at approximately 9:00am, Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced case management visit regarding an Action Level Exceedance (ALE) related to lead water testing. LPA met with Director Marlene Cole and explained the purpose of the visit. Present today were Director, 3 staff and 17 preschool age children. Facility operates a preschool program on the site of Sequoia Church. Facility is operating within teacher/children capacity ratios today.
LPA discussed the new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires the Lead Testing of water in the Child Care Center with the director during the inspection. All Child Care Centers that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing.
The facility received their initial ALE report from the Vendor on February 13, 2024. Test results for this facility exceeded a higher level of parts per billion (ppb) allowed 5.5 ppb. There were two fixtures that tested above the threshold, fixture A (12.00 ppb) and fixture C (170.000 ppb). LPA observed signs posted above sinks stating to not use faucets for drinking or washing dishes. Fixture “A” is in studio one and fixture “C” is in studio three (not currently in use or licensed). Director is planning to add a toddler room in studio three and will be submitting an increase of capacity application to Regional Office next month.
According to Director, fixture “A” recently had a new faucet installed and under sink pipes are new.
LPA obtained hard copies of the External Water Sampler Self-Certification Form (LIC9275- not complete, Director will request copy from vendor), Child Care Center Sampling Checklist (LIC9276), Facility Sketch (LIC999) and water sampling results.
