1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 2/21/2025, at approximately 9:00AM, Licensing Program Analysts (LPAs) Jonathan Tse, Catrina Quimbo, and Ruhi Wadhwa conducted an announced prelicensing inspection at the above address. LPAs met with Applicant, Carol Miller (A1), and explained the purpose of the visit. Present during the visit was A1, four staff members, nine infants and five preschool age children. This facility is located on the premises of Electronic Arts offices in Building 250. A1 is requesting 18 infants (6 weeks to 12 months), 24 older infants (12 months to 24 months) and 15 preschool age (2 years to entry into first grade), for a total of 57 children. An application was submitted for a single-license center with an infant (0 months to 24 months) and a preschool (2 years to entry into first grade) component on 1/23/2025. This inspection is for a change of ownership from currently licensed and operating facilities 414004509 and 414004510. Fire clearance has been obtained as of 2/12/2025. Per Applicant, facility will be operating from 7:45AM to 5:15PM. The designated director for the facility will be Applicant, Carol Miller. LPAs and A1 inspected the facility for any health or safety hazards and conducted measurements of both the indoor and outdoor activity spaces. LPAs observed the surface of the facility to be clean and free of debris. There is a fire alarm system running throughout the facility. Carbon monoxide detectors were observed to be present and operational. Emergency exits are clearly marked and visible. Off-limits areas are kept inaccessible to children in care with childproof gates or locks. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children. Electrical outlets are covered or blocked by furniture when not in use. Continued on Page Two

LPAs observed there to be age-appropriate toys and learning materials. Furniture was observed to be free of rough or sharp edges. Children nap in cots or cribs. Infant napping areas were observed to be kept separate from infant activity areas with dividing walls. The facility will provide morning and afternoon snacks for children in care. Children will bring lunch from home, and families have the option of ordering lunch from the on-site cafeteria.

There are five classrooms present in the facility: Einstein (preschool), Dr. Seuss (infants), Hercules (infants), Mozart (infants), and Picasso (infants). Dr. Seuss and Mozart rooms are currently not in use. Einstein classroom was measured for a total of 616.11 sq. ft. Dr. Seuss classroom was measured for a total of 674.80 sq. ft. Hercules classroom was measured for a total of 693.61 sq. ft. Mozart classroom was measured for a total of 565.96 sq. ft. Picasso classroom was measured for a total of 616.68 sq. ft. Total indoor square footage was measured to be 3161.19 sq. ft, which allows for a capacity of 90 children.

LPAs observed there to be five toilets and seven sinks present in the facility. Total allowable capacity for toilets is 75 children. Total allowable capacity for sinks is 105 children.

Per fire clearance, the maximum occupancy for each room is as follows:
Picasso (ages: 0 – 14 months): 17
Mozart (ages: 0 – 14 months): 18
Hercules (ages: 14 – 24 months): 19
Dr. Seuss (ages: 14 – 24 months): 16
Einstein (ages: 2 to 2.5 years): 13

There are two separate outdoor play areas in the facility that allow for separation of infant and preschool age children. Both outdoor play areas were observed to be enclosed by a fence that is at least four feet high. Age-appropriate toys and equipment were observed to be present in each play area. Play structures were observed to be cushioned with resilient padding such as rubber mats or artificial turf. There is sufficient shade offered from nearby trees and the facility’s buildings. No swimming pools or other similar bodies of water were observed to be present.

LPAs measured the infant outdoor play area for a total of 2746.18 sq. ft. LPAs measured the preschool outdoor play area for a total of 3553.19 sq. ft. Total outdoor square footage was measured to be 6299.33 sq. ft., which allows for a capacity of 83 children.

Applicant stated that emergency drills will be conducted monthly and is aware of the requirement to document each drill.

LPAs reviewed with applicant the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Lead testing requirements were discussed with Applicant. Per Applicant, children will bring water bottles from home and they will be refilled on site. LPAs referred Applicant to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Prior to approval of provisional license, Applicant shall submit the following:
1) Application Orientation certificate for Applicant
2) Updated Control of Property with appropriate facility address
3) Current and valid Pediatric First Aid/CPR training
4) Documentation of completion of 12 core Early Childhood Education units for designated director

Prior to approval of regular licensure, the following shall be completed:
1) LPAs full review of application
2) Applicant shall submit all documents indicated on Notification of Incomplete Application (LIC184C)
3) LPAs review of documents resubmitted as per LIC184C

No deficiencies were cited during today's visit on 2/21/2025. Exit interview conducted and report was reviewed with the applicant, Carol Miller.
