1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On February 21, 2025 at approximately 9:00am, Licensing Program Analysts (LPAs) Catrina Quimbo, Jonathan Tse, and Ruhi Wadhwa, conducted a scheduled pre-licensing inspection. LPAs met with applicant, Carol Miller, and explained the purpose of the inspection. Present during visit included 6 staff and 26 children. This facility is located on the premises of Electronic Arts offices in Building 211. This is a change of ownership application. Facility is currently licensed and operating under 414004513. Application was received January 23, 2025. Applicant is requesting for 57 preschool children (ages 2 years to entry into first grade). Fire clearance for 57 preschool children was obtained February 12, 2025. The facility will operate Monday through Friday, 7:45am to 5:15pm. The program will operate in a multi-level building on the second floor with a lobby area, 3 classrooms, outdoor patio and fully enclosed outdoor area. At this time, the designated director for the facility will be Carol Miller. The facility was inspected, indoors and outdoors, for health and safety hazards, and measured to calculate capacity. Indoors: There are 3 classrooms that will be utilized for the preschool program: Silverstein classroom, Van Gogh classroom and Da Vinci classroom. Total indoor square footage equals 2,279.78 sq. ft. allowing for a capacity of 65 preschool children. Per fire clearance, there are no capacity restrictions. Facility also includes a lobby area with an open, multi-purpose stage space for children's use. Shared between classrooms are kitchen/staff preparation areas that are off limits to children. LPAs observed classrooms to be ventilated with appropriate temperature. Classrooms are equipped with furniture, toys and materials that were observed to be age appropriate and in good condition. Flooring in classrooms include carpeting and hardwood floors that were in good condition. LPAs did not observe stains on carpets. Garbage bins in classrooms and restrooms were observed to have tight fitting lids. (Continue Report on Page 2...)

LPAs observed electrical outlets in classrooms to be made inaccessible, with child safety covers. Poisons, cleaning supplies, and hazardous materials were observed to be stored in classrooms' high shelves. LPAs observed at least one classroom to have a working carbon monoxide detector. LPAs tested carbon monoxide detector which was observed to be in working condition. Classrooms are equipped with a fire alarm system, fire sprinklers and fire extinguishers. Per applicant, children's medication, if needed, will be stored in designated classrooms, inaccessible to children.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Program plans to provide napping children with cots. Children's families are to provide blankets. Program will provide sheets that will be laundered on site weekly. Per applicant, blankets will be sent home weekly or as needed.

Applicant plans for isolation area to be in facility's office, separate from other children. LPA reminded applicant children must always be supervised. Program's discipline policy was discussed. Applicant's discipline policy will be redirection, positive reinforcement and changing the environment for children's success.

Each classroom includes a restroom for children's use. There are 8 toilets and 6 sinks available to children. Total allowable capacity for toilets is 120 children. Total allowable capacity for sinks is 90 children. LPAs observed sinks and toilets to be in proper working condition. Sinks children have access to do not provide water that is warmer than 120 degrees Fahrenheit. Applicant is aware children must be supervised going to and from bathroom.

Program plans to provide a food service that includes morning and afternoon snack. Children's families are to provide lunch There is food available at the facility, if needed, that is delivered to classrooms. Reusable utensils and plates will be utilized that are sanitized on site through a dishwasher. LPAs did not observe cleaning supplies in kitchen. Children are required to provide their own individual water bottles that will be labeled with their individual names that can be refilled at center.

The requirement for Lead Water Testing was discussed (H&S Code 1597.16). Applicant was reminded a facility licensed after July 1, 2022, must have their water fixtures (used for drinking and food preparation) tested for lead 180 days after licensure and every 5 years thereafter. LPA advised applicant to review PIN 21-21-CCP.

Outdoor: Outdoor area includes a patio (located next to Van Gogh classroom) and fully enclosed outdoor area/playground (located next to basketball court and volleyball area) that children will have access to. Total outdoor area measures for 4,191.53 sq. ft. allowing for a capacity of 55 preschool children. Both outdoor areas are fully enclosed and fenced. Outdoor area is equipped with a variety of outdoor toys and materials that were observed to be in good working condition. There is sufficient shade in both outdoor areas. Applicant is aware children must be supervised going to and from outdoor areas. LPAs did not observe any pools, spas or bodies of water on site.

LPA reviewed with applicant, the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant stated emergency disaster drills will be conducted monthly. LPA reminded applicant to conduct and document emergency disaster drills.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education
website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Based on fire clearance, maximum number program can be licensed for is 57 preschool children.

Prior to approval for a provisional license, following must be completed:
-Application orientation certificate for applicant.
-Updated control of property with appropriate facility address.
-Current and valid Pediatric First Aid/CPR training.
-Documentation of completion of 12 core Early Childhood Education units for designated director.

Prior to approval of regular license, following must be completed:
-LPA's full review of entire application.
-Documents indicated on Notification of Incomplete Application (LIC184C).
-LPA's review of documents resubmitted as per requested on LIC184C.

No deficiencies were issued during today's visit.
