On February 13, 2024, Licensing Program Analyst's (LPA's) Susana Martinez and Aaliyah Zendejas conducted an unannounced Required-3 Year inspection. LPA's met with director Judy Johnston and assistant director Christina Ornelas and advised them the purpose of the inspection. LPA's were provided with a tour of the facility inside and out. There were 11 children in care of 4 staff at the time of the inspection.

LPA observed required licensing documents are prominently placed at the entrance of the center. Fire drill log reviewed and last drill conducted was on 10/06/2023. The preschool operates Monday – Friday, 8:45 AM -11:55 AM and extended care is provided from 11:55 AM - 3:30 PM. The center has a open classroom with stations throughout the room. LPA observed classroom to be clean and contains age appropriate toys and furniture for the children in care. LPA observed a working carbon monoxide detector next to the kitchen, the detector was tested at 1:16 PM and found to be in working condition. Cleaning supplies were observed to be kept in areas inaccessible to children. LPA observed a snack menu posted. Center and parents provide snacks for the children.

The outdoor playground is shaded and has an ample amount of space for children to play. LPA observed the playground has age-appropriate toys and structures available for children to use. No bodies of water were observed during the inspection. The center has a chicken coop with guinea pigs in the outdoor play yard. The center has drinking water available for children inside and outside.

Facility uses handwritten sign in and out sheets. LPA's reviewed the sign-in/sign-out log and verified the number of children present matched the census for the day. Children's roster was reviewed and found to be current. A sampling of children and staff records were reviewed and found complete. LPA reviewed current CPR/First Aid for at least one staff present, with an expiration date of 8/2025. Mandated reporter certificates are on file with an expiration date of 9/2025.

Director and assistant director were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Directors were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. No deficiencies issued.
