On 8/15/23, Licensing Program Analyst (LPA) Giovani Gonzalez conducted a unannounced Required Annual inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with Licensee Alice Tropper , and explained the purpose of the inspection. LPA, in the company of Licensee, toured the interior and exterior of the FCCH. The FCCH uses one room, one bathroom, backyard, and side yard for day care purposes while the rest of the home is excluded.

LPA observed age appropriate toys, furniture and equipment in the FCCH's interior. LPA observed the restroom used by children in care to be clean and free of toxins. LPA observed cleaning compounds in an elevated location in the bathroom which are beyond the reach of children in care.

LPA observed required licensing forms and documents posted on the wall near the entry of the FCCH. LPA observed a smoke and carbon monoxide detectors in the FCCH. The detectors were not tested as the sole child in the FCCH was napping. The FCCH has a regulation fire extinguisher which was serviced on 11/21/22. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The last emergency drill was conducted on 8/15/23. LPA reminds Licensee that that emergency drills are to be conducted and documented at least every 6 months.

The backyard and the side yard are both enclosed by a wooden fence. Toys and play equipment observed on site are age appropriate. The fence’s entry/exit gate capable of being secured. LPA observed no bodies of water on site. LPA observed a sandbox which is covered since it is not in use.

A sampling of the children's records were reviewed. The records are current, complete and possessed emergency contact information and immunization records. LPA notes the Licensee is not caring for infants, the safe sleep documentation was not reviewed. The Licensee's records were also reviewed and found to

be current. Pediatric CPR and First Aid (EMSA approved) expires on 10/10/24 while Mandated Reporter certificate expires on 8/20/24. Licensee stated no firearms or ammunition is stored on site.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as for additional resource. LPAs also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

No deficiencies were sited. A Notice of Site visit was given and must remain posted for 30 days.
