32 | Every parent stated they have receive Behavior Observation Reports and incident reports. Additionally every parent stated, when a incident does occur, the CCC informs them first through bright wheel application then through a paper copy.
LPA interviewed Administrator. The interview revealed the CCC has a suspension and or exclusion policy.
Also according to administrator , no child has been suspended in recent months. LPA reviewed the policy for children to be sent home for health reasons. LPA also reviewed admission agreement (AD). The review of AD revealed, does address a “Health and Illness policy" , and it reads “I(parent) understand the health policies, including that a doctor’s note is not a guarantee of return; approval must come from the Administrative Team”.
Also LPA notes AD references the policy for sending a child home, and it reads “ I(parent) will remain reachable at all times during program hours. If contacted due to illness or emergency, I will pick up my child within one hour. If I cannot be reached within 30 minutes of the center’s attempts to contact me, or if my child is not picked up by the designated closing time, the appropriate authorities may be contacted”(see LIC812).
LPA reviewed electronic communications between parent and administrator. The electronic communications did not confirm that a child received a suspension from the CCC.
Regarding allegation#2 Staff did not allow parent to review child's records, LPA interviewed parents. The interview revealed, parents have not been denied access to children records. Most parents stated CCC is actively communicating incidents in a thorough manner to parents. As mentioned when a incident does occur most parents stated they receive a written incident report, the same day the incident occurs or the following day.
Administrator interview revealed, the CCC does allow parent or authorized representatives of children to review children's records. Administrator also stated, CCC staff tries to hold parent meetings when a parent has an issue with a child's document or record.
Although the allegations may or may not have happened and/or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur; therefore, the allegations above are determined to be UNSUBSTANTIATED.
Exit interview was conducted with Administrator Maite Estrada, and Appeal rights were provided.
