32 | Regarding allegation, Licensee does not ensure that day care children are provided a safe environment while in care. LPA interviewed parents. All parents who were interviewed stated their child or children have been bitten by another child at the CCC. All parents continued to state they were notified through bright-wheel app of the incidents . Two parents, from two different families, did state they had concerns about the bites their children were receiving.
LPA cross referenced Behavior Observation Reports(BORS) with unusual incidents(UIR) that were self reported to our department. LPA discovered one UIR from 10/30/2025. This UIR stated the following: S1 and S2 were supervising C1 and C2 in the outside play yard. S1 walked away to attend a parent during pick up time, in the outside play yard. When S1 walked away, C1 leaned forward and bit the left leg of C2. Teacher Assistant was in the outside play yard closing a sand box. Assistant walked up C2 and observed the bite, then assistant informed S1. According to S1 the bite broke the skin and blood was observed. According to S1, parents were notified of the incident.
LPA reviewed BORS (Behavior Observation Reports). After review LPA discovered, in 45 school days there were a total of 27 BORS. All of the 27 BORS pertained to children being bitten, this includes the aforementioned 10/30/2025 incident.
LPA interviewed Maite Estrada Administrator at the CCC. During the interview Administrator stated, there have been multiple children who have demonstrated challenging behavior resulting in children biting other children. Administrator stated, CCC is working with other outside agencies, such as Tri counties, to support children who bite other children. Also according to Administrator one child is actively receiving support from floor time organization at this CCC.
Based on documents, statements and evidence gathered, the preponderance of evidence standard has been met, therefore the above allegation is determined to be SUBSTANTIATED. Today Facility will receive a type B citation under Title 22 CCR.
Exit interview conducted and report was read to Administrator Maite Estrada. Appeal Rights were provided.
Notice of site visit was provided to Facility and must remain posted to a prominently public accessible area of the Facility for 30 days.
