On March 7, 2025, at 12:24 PM Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced Annual/ Random inspection at the above-mentioned Child Care Center (CCC). LPA met with Site Supervisor, Maria Orozco, and discussed the purpose of the inspection. At the time of the inspection 7 children and 5 staff were present. All staff are cleared and associated. At the time of inspection all children were napping.

LPA in the company of the Site supervisor toured the interior and exterior of the facility. The CCC consists of 2 classrooms and outdoor play area. LPA observed required licensing forms to be posted on the wall in each of the classrooms. LPA observed the classrooms to be clean and orderly. Age-appropriate toys and equipment are in good condition. Site supervisor informed LPA cleaning compounds are stored under the locked kitchen sink, in an off-limits area. LPA observed all cabinets and drawers to be locked. There are sufficient toilets for children which LPA observed to be clean and free of hazards. LPA observed smoke detector/ carbon monoxide detector and fire alarm which site supervisor stated they checked regularly to ensure they are functioning. LPA observed a regulation fire extinguisher last serviced on 12/11/24. LPA observed all trash cans to have tight fitting lids. LPA observed cubbies for each child in care. LPA notes all children are afforded their own cots to sleep on which are labeled with their names and stored in their cubbies.

LPA observed the outdoor play area to be surrounded by a chain link fence with sufficient space for children’s activities. Drinking water is made available to children via filtered water fountain inside kitchen, with water jugs both inside and outside. LPA observed age-appropriate equipment and toys in good repair.

CCC provides breakfast, lunch, and snack to children. LPA observed kitchen area to be clean and free of any defects. Meals provided are not prepared in this CCC’s kitchen. Meals are prepared at the CAC – I Street Center located across the street and transported to this facility.

A sampling of children's files was reviewed. LPA observed all children's files to be current and complete. LPA reviewed files for the staff present which were found to be current and complete as well. LPA reminded Site Supervisor it is their responsibility to ensure staff files are complete and current. LPA notes all staff files reviewed have current Pediatric CPR/First Aid Certificates. LPA observed fire drills are being conducted and logged with the last fire drill conducted on 2/27/25. LPA observed the sign in and out sheets to filled out appropriately for the children that are present. LPA did not observe any bodies of water on site. There are no firearms or ammunition on CCC site.

Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Site supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were given during today’s visit. A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted, appeals rights were provided, and report was reviewed with the Site Supervisor, Maria Orozco.
