On 2/4/2025, at 9:45 AM, Licensing Program Analysts (LPA) Bill Billones and Elizabeth George conducted an unannounced 3-Year Required inspection of the above-mentioned Child Care Infant Center (CCC). LPAs met with Serineh Vartani, Director and Christie Broesamble, Assistant Director of the CCC, and explained the purpose of the inspection. LPAs, in the company of the Director and Assistant Director toured the interior and exterior of the CCC. The CCC operates out of two classrooms and an outdoor play area at the noted address. The CCC's hours of operation are from 8:00 AM to 5:00 PM, Monday - Friday. During the inspection, LPAs observed eleven (11) children in care, along with six (6) staff (clear and associated) providing supervision.

The classrooms used for child care are clean and organized. The CCC has cubbies for all children in care near the entry of the facility. LPAs observed age appropriate furnishings, toys and equipment throughout the facility. The CCC has a small refrigerator in one of the classrooms, which is inaccessible to children in care. The refrigerator contains food items consumed by one of CCC's children in care, which is labeled and dated. The CCC provides individually packaged single use food available to all children in care. There is filtered drinking water from spouts available for children inside the facility. LPAs informed Director of requirement to have CCC’s water sources lead tested, which was last tested on September 2022. LPAs observed menus posted at the CCC along with required notices and documents near the facility entry door. The facility uses the Care Connect Tool to sign children in and out of the CCC. LPAs reviewed CCC sign in/out information and notes all information reviewed were found to be completed appropriately, having the authorized parent's electronic signature as well as entry and exit times. The CCC also has paper sign in/out forms available in the event the Care Connect Tool is not operable.

LPAs observed a carbon monoxide detector on site which was tested at 10:35 AM and found to be operable. Disinfectants and cleaning solutions are stored in cabinets which are inaccessible to children. Sharps and medications at the CCC are out of the reach of children in care and inaccessible.

The restroom of the CCC, one in total, was observed to be clean and void of toxins. Waste receptacles at the CCC are observed to have tight fitting lids.

The outdoor playground area is enclosed by fencing and contains a sand pit that is cleaned daily by staff. The fence’s entry/exit gates are secured and furnishings, toys and equipment in the outdoor area is age appropriate. LPAs observed sheds in the outdoor play area which contain CCC supplies and equipment. The play structures in the outdoor play area have adequate cushioning materials to absorb falls. Shade is provided with shade covers and building overhangs. Children take bottled water outside. Water spout outside is only for hand washing.

Staff and children records were reviewed. The children’s records were complete and found to contain emergency contact information as well as immunization records. Staff records were reviewed and contained current pediatric CPR and First Aid certifications (EMSA) along with Mandated Reporter certifications. Director was reminded to keep training certifications current and updated prior to expirations. Director notes no firearm or ammunition is stored on site. LPAs notes the last fire/disaster drill occurred on 1/24/2025 .

Incidental Medical Services (IMS) policy was discussed. This facility provides Incidental Medical Services - IMS. LPAs reviewed storage of "medication and equipment/supplies, and reviewed children's, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPAs discussed the safe sleep regulations with site supervisor and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility representatives were reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
