On October 17, 2025, Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced inspection at the above-mentioned Child Care Center to conclude a complaint investigation. LPA met with Director Erika Ronchietto and informed them the purpose of the inspection. At the time of the inspection 16 children and 6 staff were present.

The allegation of Care & Supervision - Facility staff are not providing adequate supervision to children during napping time was corroborated. LPA interviews with staff revealed they have left children unattended during naptime to walk children out to the play ground.

Based on LPAs observations, interviews which were conducted, documents gathered and/or record review, the preponderance of evidence standard has been met, therefore the above allegation is found SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 or Health and Safety Code, are being cited on the attached LIC 9099D.

Report was reviewed with Director Erika Ronchietto. Notice of Site Visit and appeal rights were given.

On October 17, 2025, Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced inspection at the above-mentioned Child Care Center to conclude a complaint investigation. LPA met with Director Erika Ronchietto and informed them the purpose of the inspection. At the time of the inspection 16 children and 6 staff were present.

The allegation that Physical Plant - Facility staff are not keeping classrooms clean and orderly could not be corroborated. LPA interviews revealed staff are responsible for keeping the classrooms tidy. Furthers staff stated they have cleaning staff who maintains classroom in addition to teaching staff maintaining the cleanliness of the classrooms. Further staff expressed they have not seen the classrooms be kept in a way that would be unsafe to children in care.

The allegtion of Ratio - Facility Staff are operating out of ratio could not be corroberated. Interview with the Director revealed all children enrolled in the facility are part of the Toddler option. LPA notes the ratio for a Toddler option is 1 teacher to 6 toddlers. Staff interviews revealed in the Blue Belugas, Sea Stars, and Green Turtle classrooms the most children a singular staff has been left with is 6 children.

Although the allegation may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegations are unsubstantiated.

(a)(1) (1) No child(ren) shall be left without the supervision of a teacher at any time, except as specified in Sections 101216.2(e)(1) and 101230(c)(1). Supervision shall include visual observation.

Director will provide training to staff and provvde a statement to LPA on how the the facility will ensure children have supervision at all times. Statement will be provided to LPA via email at giovani.gonzalez@dss.ca.gov no later than 10/24/25.
