On 4/10/23, at 12:31 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required Inspection the abovementioned Child Care Center (CCC). The LPA met with Marina Nolte Director of the CCC and explained the purpose of the inspection. LPA, in the company of Director, toured the interior and exterior of the CCC. The CCC is on the grounds of the California University of Santa Barbara and is a combination center with a Preschool license on site. The CCC operates from 7:30 AM-5:20 PM, Monday - Friday. The preschool uses two rooms for childcare (Star Room and Sky Room ). At this time the Sky room is not being used. LPA observed 9 children on site during the inspection along with four teachers (cleared and associated) providing care and supervision.

The rooms used for childcare are clean and organized. The rooms have age appropriate toys and furnishings available for children in care. The CCC has a carbon monoxide detector which is integrated in the building fire system. The detector was not tested. The restrooms used for care are in safe and sanitary operating condition. LPA notes the CCC has changing pads within arms reach reach of the facility's sinks.

LPA observed an operable refrigerator in the CCC's kitchen area which contains some food and liquids for children in care. The Items within the refrigerator are label and dated. The CCC provides snack for children, while lunches can be provided by either parents or the CCC. CCC staff inspect the children's lunches to ensure the lunches contain healthy items from the essential food groups. LPA notes there is available drinking water for children both inside the CCC and outside in the play area. The facility’s water sources have been tested for lead containments according to the Director. Disinfectants, cleaning solutions, sharps and medications in CCC are located in areas (i.e. elevated cabinet, secure cabinets) which are inaccessible to children in care. LPA reviewed licensing required notices and documents posted predominately near the entry of the CCC. Likewise, LPA observed Sign In/Out forms near the entry of the CCC which contains the signature of authorized representatives and the arrival and departure times of children in care.

The CCC's outdoor playground area is enclosed and the footing in the area is varied. The fences' entry/exit gates to the area are secured. LPA observed age appropriate toys and play equipment in the play areas. The (CONT. LIC 809-C, Page 2)

toys and play equipment are in suitable condition and free of sharp, loose or pointed objects. The play structures in the playground areas have cushioning materials to absorb falls and an abundance of shade created by trees and shade sails. Director is reminded to replace toys and play equipment which has degraded and is in not good repair. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed throughout the CCC.

A sampling of staff and children's records were reviewed. The children’s records were complete and found to contain emergency contact information as well as immunization records. Records also included log documenting 15 minute sleep checks, Sleep Plans and Service and Need Plans, among other things. Staff records were reviewed and current with Pediatric First Aid/CPR (EMSA Approved) and Mandated Reporter Training certifications, as well as documentation supporting qualifications and experience.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an or additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A Notice of Site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility Representative Marina Nolte.
