25 | On 06/03/2024 at 4:00 PM, Licensing Program Analysts (LPA) Sylvia Mendoza-Ceja and German Negrete conducted an unannounced Case Management - Incident inspection to follow up on the incident reported 04/15/2024. LPAs met with Licensee/Director Maria Angulo and informed her of the purpose of the inspection. Lead Teacher Carissa Gonzales Angulo was also present cleaning and organizing. LPAs observed the Director providing care to 8 children.
On 04/12/2024, child #1 inappropriately acted out aggressively towards child #2. During the course of the investigation it was found there were three staff outside supervising up to 25 children on the playground, one teacher and two aides. Teacher-Child Ratio indicates "The licensee may use teacher aides in a teacher-child ratio of one teacher and one aide for every 15 children in attendance". In order for the second aide to to be counted in the ratio there should have been another teacher outside supervising.
Although, the Lead Teacher was working this day, the Lead Teacher was not outside on the playground when the incident occurred. The Director/Licensee Maria Angulo was also not present during the incident.
Technical Violations reviewed the Licensee/Director:
Accountability: Licensee's advised it is their responsibility to assess and provide supervision needs of the children in care. Personal Rights to ensure that each child is accorded their personal rights.
Based on the information obtained revealed there was inadequate Teacher Child Ratios, one teacher and one aide may supervise up to 15 children. The following Type B deficiencies are cited on page 2.
Exit interview was conducted with Licensee/Director. Notice of site and Appeal Rights were given to Director. |
