On February 18th, 2025, Licensing Program Analysts (LPAs) Rosie Breault and Elizabeth George conducted an unannounced case management inspection at the above-mentioned facility in response to a request for a capacity increase. There were 8 children present during this inspection. The licensee applied to increase capacity of the school age program to 84 children from entry into transitional kindergarten – 11 years and to license room #19 and auditorium for care and supervision. The facility is located on the grounds of Montecito Union Elementary School. The program operates Monday – Friday 12:50pm to 6:00pm.

LPAs met with Assistant Principal Rusty Ito and together toured the facility. Children will be utilizing room #19 and auditorium for care.

LPAs observed required posting placed in a prominent location and parents/authorized representatives utilize EPact for signing in and out purposes. LPAs observed rooms to contain age-appropriate toys and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Facility offers snacks and water is available. During the course of the inspection, LPAs met with Youth Development Director Esther Reitmeier and continued the tour. In addition, LPAs met with site supervisor Cesar “Adrian” Ramos.

LPAs observed disinfectants, cleaning solutions, poisons and other items that could pose a danger inaccessible to children by locks, and first aid kids are available. Fire extinguisher last serviced on 8/13/2024. Per Development Director,firearms and/or ammunition are not present on property.

Children utilize the elementary school age outdoor area which consist of three separated play areas: 1) “TK & K” play yard, 2) large upper yard with field and 3) lower yard. LPAs observed ample shade, toys, and equipment. Children utilize elementary school restrooms which afford individual privacy. Per Development Director, no bodies of water are present on property.

Fire clearance was approved by Montecito Fire Department on 02/11/2025 under special conditions: Maximum occupancy for the auditorium and stage is 82 persons. Maximum capacity for classroom #19 is 15 persons. Both may not exceed code. Facility must maintain cleanliness of the auditorium to accommodate the increase to 84 children. LPAs confirmed prior designated classrooms #8, #23, #18 and #36 including any additional room on school property are not licensed for care and not cleared by the fire department. LPAs reminded Development Director licensee must alert CCLD if additional rooms would like to be utilized. LPAs reminded Development Director, only school age children under the care of the licensee may utilize the room #19 and auditorium during hours of operation.


Indoor, outdoor square footage, and toilet requirements are exempt under Health and Safety Code Sections 1596.806.

LPAs reminded Development Director children must be accorded safe accommodations and all play equipment and materials used by children shall be age appropriate.

Development Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Increase pending approval. Exit interview conducted and report was reviewed with Development Director, Esther Reitmeier, and copy provided.
NOTICE OF SITE VISIT PROVIDED AND MUST REMAIN POSTED IN PROMINENT LOCATION FOR 30 DAYS.
