On January 7, 2025, at 8:36 AM, Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced required 3- year Inspection at the above mentioned Family Child Care Home (FCCH). LPA met with Licensee Bertha Morales and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the facility. At the time of the inspection four children were present along with licensee’s assistant (licensees daughter whom is cleared and associated).

Licensee stated that children have access to the living room, dining room, family room, bathroom, kitchen, and one bedroom while the remainder of the home is inaccessible to children in care. The home was orderly and clean with proper ventilation for all children in care. The bathroom used for care is clean and free of toxins. LPA observed that sharps, knives, and medications are stored in the kitchen on a high cabinet that is inaccessible to children in care. LPA observed that cleaning compounds are stored under kitchen sink in a child locked cabinet as well as in the laundry room which is inaccessible to children. Toys, furniture and equipment in the facility are age appropriate.

LPA observed required licensing forms and documents posted in the day care room (front bedroom). LPA observed a smoke detector and a carbon monoxide detector located in the hallway. Both the smoke detector and carbon monoxide detectors were tested and found to be operational at 9:03 AM. LPA observed a regulation fire extinguisher, Licensee was unable to provide proof of purchase or service date. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home’s fire/disaster drill log. The most recent fire drill conducted and documented was on 7/31/24.

LPA observed that the backyard is completely fenced. Toys and play equipment observed in backyard are age appropriate and in good conditions. LPA observed one shed in the outdoor play area that is locked and inaccessible to the children in care. LPA observed no bodies of water on site. Licensee informed LPA no firearms or ammunition are in the home.

Based on observation and interview, the licensee did not comply with the section cited above as licensee could not provide the proof of purchase or service tag for the fire extinguisher which poses a potential health, safety or personal rights risk to persons in care.

LPA reviewed a sampling of the children records. All records reviewed are current and contains complete emergency card information. Facilities current roster of children was reviewed by the LPA during inspection. All children present during the inspection are noted in the roster. LPA reviewed the Licensee’s Pediatric CPR and First Aid certifications. Licensee’s CPR/First Aid expires 01/22/25 and Mandated Reporter Training Certificate expires 04/07/26.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

During today's inspection,one deficiencies was cited under Title 22 Division 12.

A notice of site visit was given to Licensee and must remain posted for 30 days.

Exit interview conducted, appeal rights were provided and report was reviewed with the licensee, Bertha Morales.
