On 7/10/2024, at 12:20 PM, Licensing Program Analyst (LPA) Joaquin Mendez conducted an unannounced Required Annual Inspection of the Tinoco a Family Child Care Home. LPA met with Lorena Tinoco, Licensee, and the Assistant David Ayala (spouse) the purpose of the visit was discussed with the Licensee and together we toured the inside and outside of the home. LPA observed 8 children in care at the time of the inspection. Licensee stated the operating hours are from 5:am-5:pm Monday- Saturday.

The main day care areas are living room, dining room, kitchen, day-care room (Converted Garage) and bathroom. LPA observed the day care area to be clean and orderly. LPA observed age-appropriate books, toy, games, tables, and chairs. LPA observed the off-limits areas which include the 2nd story, 3 bedrooms and upstairs bathroom secured with doorknob covers and gates. Medications were in a locked elevated cabinet in the kitchen inaccessible to children in care. LPA observed the knives in a elevated locked cabinet in the kitchen inaccessible to children in care. Cleaning supplies were in an elevated cabinet above the refrigerator inaccessible to children in care. The backyard is completely fenced. LPA observed age-appropriate toys, bikes, play structure and playhouses. LPA advised the Licensee of the importance of maintaining a clean play area for children in care. Licensee stated play structures are cleaned once a month of debris and spider webs.

No bodies of water were observed. Licensee stated that there are no weapons/ammunition in the home. Licensee stated she does hold a foster family license RFS000364. Licensee stated the Foster License is not in use now. Sampling of children's records were reviewed. LPA reviewed the facility roster.

The fire extinguisher was observed and was serviced August 23, 2023. There is a functioning combination carbon monoxide and smoke alarm that meets statutory requirements, were tested at 12:35 PM and functioning at the time of the visit. LPA reviewed licensee’s records. LPA observed Licensee was missing the LIC 508, LIC 9052, and LIC 9108. LPA provided a copy of each form and Licensee had all completed and added to each employee file. Licensee is current with immunization required per SB 792. Licensee is current with CPR and First Aid which expires December 1, 2025. Mandated Reporter Certification is current with an expiration date of February 28, 2025. Licensee is current with immunization required per SB 792. LPA reminded licensee to complete Mandated Reporter and CPR Training every (2) two years, the last Safety drill was conducted June 15, 2024.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The licensee Lorena Tinoco provided proof of control of property.

On this date, 7/10/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

LPAs discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee does not provide Incidental Medical Services (IMS).
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Lorena Tinoco, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

The inspection visit was conducted in Spanish and report was translated in Spanish by LPA Joaquin Mendez. There were no deficiencies cites at this time. LPA observed licensee post the Notice of Site visit FAILURE TO POST THE NOTICE OF SITE VISIT FOR 30 DAYS MAY RESULT IN A $100.00 CIVIL PENALTY.
