On 10/18/23, Licensing Program Analyst, Francisca Velazquez conducted an unannounced inspection of the Family Child Care Home (FCCH) to deliver findings with respect to the allegation noted above. LPA met with Licensee, Charlene Bailey and explained the nature and purpose of the investigation/inspection. LPA notes eight children are present along with one Assistant/spouse (cleared and associated) providing care and supervision.

The investigation included two site inspections, document reviews and interviews with the Licensee, Complainant as well as the parents of children in care.

Interviews, document reviews as well as LPA's' observations did not corroborate the allegation noted above. Unannounced inspections revealed the FCCH is clean and orderly. The outdoor area was observed to be clean and free of toxins with plenty of gross motor activities and shading for the children’s comfort.

LPA observed part of the outdoor yard is made inaccessible by means of fencing. LPA observed that in the inaccessible yard, Licensee has a pet. LPA notes this side of the yard is inaccessible to children in care. In addition, LPA observed that Licensee's dog does not have access to the children's outdoor play yard. During both inspections, LPA observed a clean and safe outdoor playyard for the children in care.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is UNSUBSTANTIATED.

A Notice of Site Visit (LIC 9213) and Appeal Rights (LIC 9058) were provided to the Licensee. The Notice of Site Visit must remain posted for 30 days or a civil penalty of $100.00 may apply.
