On January 10, 2025, at 1:11 PM Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced Required 3 - Year inspection at the above-mentioned Child Care Center (CCC). LPA met with Site Supervisor, Ariana Merkert, and discussed the purpose of the inspection. During the visit Site supervisor Kathryn Thompson arrived. At the time of the inspection 9 children and 2 staff were present. An updated personnel report was provided to LPA during visit.

LPA in the company of the Site supervisor toured the interior and exterior of the CCC. The CCC is located on the premises of Los Olivos Elementary School. The CCC consists of one classroom and utilizes the outdoor play area. LPA observed required licensing forms to be posted on the wall in the classrooms. LPA observed the classroom to be clean and orderly. Age appropriate toys and equipment are in good condition. Site supervisor informed LPA cleaning compounds are stored in a child locked cabinet. LPA observed cabinets and drawers that are not secured to be free of hazards. There are sufficient restrooms for children which LPA observed to be clean and free of hazards. LPA observed smoke detector and fire alarm which site supervisor stated they checked regularly to ensure they are functioning. Carbon Monoxide detector was tested and found to be operable at 1:31 PM. LPA observed a regulation fire extinguisher last serviced on 07/12/24.

LPA observed the outdoor play area to be surrounded by a chain link fence with sufficient space for children’s activities. CCC utilizes the track, two playgrounds and basketball court. Co-mingling does not occur as this program operates after school hours. The CCC provides water to children via filtered water fountain inside classroom and bottle filling station outside. Children's personal water bottles are filled and used during the day. LPA observed age appropriate equipment and play structure. LPA notes the play structure's fall zones have sufficient cushioning.

A samplings of children's files were conducted. CCC utilizes an electronic system for children’s files. LPA observed all children's files to be current and complete. LPA reviewed files for the staff present. LPA observed that site supervisors mandated reporter expired on 8/6/24. LPA reminded Site Supervisor it is their responsibility to ensure staff files are complete and current. LPA notes all staff have current Pediatric CPR/First Aid Certificates.

CCC only provides one snack, LPA observed kitchen area to be clean and free of any defects. LPA observed the sign in and out sheets to filled out appropriately for the children that are present.

Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Site supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During today's inspection one Type B citation was issued for Health and Safety Code 1596.8662(b)(1) and can be found on the attached 809-D. One technical violation was issued for CCR 101216.1(b)(1).

A notice of site visit was given and must remain posted for 30 days.

Appeals rights were provided.

Exit interview conducted and report was reviewed with the Site Supervisor, Kathryn Thompson.
