On December 05, 2024, Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced Required-3 Year inspection. LPA met with director/owner Robert Lauderdale and advised him the purpose of the inspection. Director provided LPA a tour of the facility. At the time of inspection there were 49 children in care along with 3 staff. Center operates M-F 1:30- 5 PM. The after school program is located in classroom #2 at Vieja Valley Elementary School campus. Previously the care was being conducted out of room #5. Note, room #2 has been previously licensed by the Department.

LPA observed required licensing documents mounted on the wall at the entrance of the facility. Last fire drill was observed to be conducted on 11/19/2024. Classroom has age-appropriate toys and furniture readily accessible for children in care. A dual smoke/carbon monoxide detector was observed in the classroom. Detector was tested at 1:34 PM and found to be in working condition. LPA observed enough restrooms available for children to use. LPA did not observe any hazards/toxins items accessible to children. Currently the facility uses a paper sign-in/sign-out sheet.

The outdoor playground is shaded and has an ample amount of space for children to play. LPA observed the playground has age-appropriate toys and structures available for children to use. There is drinking water readily available for children inside and outside the classrooms. No bodies of water were observed at the time of inspection.

A sampling of children and staff records were reviewed. LPA observed children's files to be complete and current. Director and aid's mandated reporter certifications are current and valid through 09/09/2026. LPA observed one staff member's (S1) mandated reporter certification is not from the approved alternate mandated reporter list. LPA advised director to have S1 complete the mandated reporter certification. At least one staff has a valid CPR/First Aid certification which expires 05/2026. LPA reminded director to ensure staff's TB clearance and immunization's are kept on file.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were issued during today's inspection.
Two technical violations were issued for the following:
- CCR 101212(c) which states: The licensee shall notify the Department in writing of his/her intent prior to making any structural changes that reduce the total amount of indoor or outdoor activity space. Such structural changes shall include, but not be limited to, room additions.

- HSC 1596.8662(b)(1) On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training.

LPA provided the following resources to Director:

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
