25 | On September 28, 2021, at 9:15 AM, Licensing Program Analyst (LPA) S. Mendoza-Ceja conducted an unannounced Required 1/Comprehensive Inspection. LPA met with Licensee Carmen Arellano prior to entry to the home, LPA conducted a risk assessment for COVID-19. LPA observed Licensee Carmen Arellano providing care to 5 children. Licensee escorted LPA through the home. The home was observed to be clean, orderly, and appropriately furnished for young children. LPA observed the COVID-19 posters, parent rights poster, emergency disaster plan/emergency drill log, license and other documents posted for review. The last fire drill conducted was on 05/27/2021. Licensee Carmen Arellano stated the children have access to the living room, dinning area, restroom, backyard and front yard. Licensee stated the bedrooms and garage are off limits to day care children. LPA inspected the doors to the bedrooms and garage which are locked. There is no access to the garage from inside the home. Licensee stated she conducts temperature checks and risk assessment of the children upon arrival following the guidelines of COVID-19. The required 2A10 BC fire extinguisher was serviced on 11/03/2020. Licensee is reminded the 2 A10 BC fire extinguisher needs to be serviced or replaced yearly. There is carbon monoxide detector and smoke detector were tested and operational. LPA discussed firearms and ammunition, Licensee stated there are no guns and ammunition in the home or bodies of water on the premises. LPA did not observe any bodies of water on the premises.
LPA reviewed five children's files and were found to be complete. The review of records revealed Licensee has been documenting the infant sleep chart every 15 minute for infants. Licensee has also completed Individual Infant Sleeping Plan (LIC9227) with the parents. LPA reviewed and provided handouts for Regulation 102425 and discussed infant care with Licensee, including Individual Infant Sleeping Plan (LIC9227) and Sleeping Chart. Licensee Carmen Arellano completed the Child Abuse Mandated Reporter Training on 02/05/2020 and is required to complete the training every two years. Licensee Carmen Arellano has current Child, Infant and Adult CPR and First Aid (expires 02/27/2023). |
