On 2/4/2025, at 2:32 PM, Licensing Program Analysts (LPA) Bill Billones and Elizabeth George conducted an unannounced Annual/Required inspection of the above-mentioned Large Family Child Care Home (FCCH). LPAs met with Carmen (Arellano) Jones, Licensee of the FCCH, and explained the purpose of the inspection. Licensee Carmen Jones stated that she changed her last name from Arellano to Jones. LPAs advised Licensee to update application LIC279 with name change. LPAs, in the company of the Licensee toured the interior and exterior of the FCCH. The FCCH operates out of a large living room (play area) in the home. The FCCH uses the front yard, living room, dining area, kitchen, and backyard for child care purposes, while the remainder of the home is excluded from care. The FCCH's hours of operation are from 7:30 AM to 5:00 PM, Monday - Friday. At the time of inspection there were 10 children in care.

The spaces used for child care are clean and organized. The FCCH has age appropriate furnishings, toys and equipment. The Licensee stated that the parent’s provide meals to children in care, which are dated and labeled. LPAs note available bottled drinking water for children. LPAs observed posters at the FCCH along with required notices and documents in the kitchen/dining area. LPAs reviewed FCCH Sign In/Out information and notes all information reviewed were found to be completed appropriately, having the authorized parent's signature as well as entry and exit times.

LPAs observed a carbon monoxide detector and a smoke alarm on site which were both tested at 2:46 PM and were both found to be operable. Disinfectants and cleaning solutions are stored in a cabinet in the FCCH's laundry room which is inaccessible to children in care. Sharps at the FCCH are out of the reach of children in care and inaccessible. No medications accessible to children were observed. LPAs observed one regulation fire extinguisher (2A10BC) which was serviced on 6/12/2024. LPAs reminded Licensee to either service or purchase a regulation fire extinguisher annually. Licensee notes no firearms or ammunitions are stored on site. LPAs note the last fire/disaster drill occurred on 11/22/2024. (CONTINUED 809-C)

The restrooms of the FCCH, one in total, are observed to be clean and void of toxins. Waste receptacles at the FCCH are observed to have tight fitting lids.

The outdoor playground area is enclosed by wooden fencing. The fence’s entry/exit gates are secured and furnishings, toys and equipment in the outdoor area are age appropriate. Licensee stated that her husband is in the granny unit out in the backyard, which was locked and off limits to children. LPAs observed locked sheds in the outdoor play area which contain FCCH supplies and equipment. The play structures in the outdoor play area have adequate cushioning materials to absorb falls. Shade is provided by trees, umbrellas, and a shade awning. LPAs observed an empty water table in the outdoor play area. Licensee informed LPAs the water tables are emptied daily and cleaned. Children using water tables are directly supervised. Play structure are absent of sharp, pointed or loose parts. LPAs were informed that the sandbox is cleaned daily.

Staff and children records were reviewed and the records were current and complete and possessed contact information and immunization records. LPAs reviewed infant files and found sleep logs to be current. Licensee and assistant's records were reviewed and found to be current and complete. Licensee's Pediatric CPR/First Aid expires on 2/4/25 and their Mandated Reported Training (AB1207) was taken on 12/7/2023. Licensee stated that all staff will be renewing their pediatric CPR and First Aid certifications on 2/4/2025 and provided proof of course enrollment to LPAs. LPAs reminds Licensee that it is their responsibility to have current certifications and training. Licensee was reminded to keep training certifications current and updated prior to expirations.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.
