25 | On 10/09/2025, at 8:26 AM PST, Licensing Program Analyst (LPA) Seena Parsapour conducted an unannounced Annual/Random inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with licensee Monica Gonzalez. LPA explained to licensee the purpose of the inspection and, in the company of the Licensee, toured the interior and exterior of the FCCH. For daycare purposes, the FCCH uses the living room area (main daycare room/playroom), dining area, (1) bathroom, and backyard area. The remainder of the FCCH is off-limits for daycare purposes. LPA notes that the home is a single story, four (4) bedroom, three (3) bathroom home, and child safety gates are used to enforce off-limits areas. At the time of the inspection, LPA observed three (3) assistants, who were the licensee’s husband, mother in law, and father in law, as well as five (5) children in care. LPA notes that one of the assistants (not present at the time of the inspection) is cleared & associated to the FCCH under the name Maria Torres, but has changed her name to Fabiola Marin De Torres. LPA reviewed photographs of this assistant’s CA driver’s license, issued under her new name, as well as her USA passport. LPA obtained and reviewed a written declaration, LIC 855 (SP), from the assistant explaining the situation, complete with her date of birth & current home address listed. As LPA does not speak Spanish, the LIC 855 (SP) was translated to English by the licensee.
LPA observed family medications, cleaning supplies and other toxins, as well as knives & other sharp objects stored in areas inaccessible to children in care. The bathroom for the FCCH was observed to be clean and hazard-free. Toys, furniture and equipment observed in the FCCH were age appropriate. LPA observed required licensing forms and documents posted on a bulletin board near the dining area. LPA observed a dual smoke & carbon monoxide detector in the hallway of the FCCH, which was tested at 9:43AM and found to be operational. The FCCH has a regulation fire extinguisher (3A40BC) that was purchased on today’s date, 10/09/2025. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually.
