On February 12, 2025 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Required - 3 Year inspection at the above-mentioned Family Child Care Home (FCCH). LPA met with licensee Elizabeth Houser and informed them the purpose of the inspection. At the time of the inspection 2 of the licensee's own children were present. Licensee explained to LPAthey currently do not have any day care children enrolled.

LPA in the company of the the licensee toured the interior and exterior of the FCCH. The home will be using the living room, dining area, nap room, and 1 bathroom for child care purposes. LPA observed the home to have a fire place and reminded licensee to ensure that it is inaccessible when they have day care children present. LPA reminded licensee they must ensure all day care areas are free of hazards as well. LPA observed the bedrooms and kitchen are made inaccessible to children via child proof gate. LPA reminded licensee in order for areas to be considered inaccessible, they must be secured when day care children are present. LPA reminded licensee if areas are left open during inspection, they are subject to review. LPA observed the nap area to have napping equipment and to have the exit door secured with a child proof lock. LPA reminded licensee of Safe Sleep Regulations. LPA observed the bathroom to be used for children to be able to accommodate day care children. LPA reminded licensee to ensure the bathroom is free of of hazards.
LPA observed the the backyard to be completely enclosed. LPA observed the backyard to have a storage shed which is secured with a lock. LPA observed the garage door to be secured with a child proof lock. LPA observed the the backyard to have a play structure that is in good condition. LPA notes the fall zones have mulch. LPA reminded licensee they must follow manufacturers instructions. LPA reminded licensee they must also ensure the backyard is free of hazards.

LPA notes no files were reviewed as the FCCH has not been active for over 3 years. LPA notes the home has a combination smoke and carbon monoxide detector. The home has a regulation fire extinguisher (2A10BC)

which was purchased on 1/30/25. LPA reminded licensee to ensure they purchase or service a regulation fire extinguisher annually.

LPA observed the licensee's Mandated Reporter to be current (completed 7/12/23) and Pediatric CPR/First Aid to be current as well (completed 2/5/2024).

LPA provided licensee with Entrance Checklist (LIC 126) and Forms/Records to Keep In Your Family Child Care Home (LIC311D).

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the licensee Elizabeth Houser. Appeal Rights were given.
