On January 23, 2025, at 12:48 PM Licensing Program Analysts (LPAs) Elizabeth George and Bill Billones conducted an unannounced Required 3 - Year inspection at the above-mentioned Child Care Center (CCC). LPAs met with Assistant Director, Sheila Stevens, and discussed the purpose of the inspection. At the time of the inspection 32 children and 5 staff were present.

LPAs in the company of the Assistant Director toured the interior and exterior of the CCC. The CCC consists of two classrooms and an outdoor play area. LPAs observed required licensing forms to be posted on the wall in the entryway. LPAs provided assistant director with the PUB393 Parents rights poster. LPAs observed the classrooms to be clean and orderly. LPAs advised assistant director to fix drawers in large classroom as they are starting to fall apart. Age-appropriate toys and equipment are in good condition. Assistant Director informed LPAs cleaning compounds are stored in the laundry room, which is inaccessible to children. LPAs observed cabinets and drawers that are not secured to be free of hazards. Sharps are located on a high shelf out of children's reach. There are sufficient restrooms for children which LPAs observed to be clean and free of hazards. LPAs observed smoke detector and carbon monoxide detector which was tested and found to be operable at 3:31 PM. LPAs observed a regulation fire extinguisher last serviced on 07/30/24.

LPAs observed the outdoor play area to be surrounded by a brick wall with sufficient space for children’s activities. Water is provided to children via filtered water jugs located inside classrooms and outside. LPAs observed age-appropriate equipment and play structure. LPAs note the play structure's fall zones have sufficient cushioning. LPAs observed locked sheds in the outdoor play area which contain CCC's supplies and equipment.

CCC provides two snacks and a lunch to children in care. LPAs observed kitchen area to be clean and free of any defects. The refrigerator contains food items consumed by the CCC's children which are labeled and dated.

A sampling of children's files were reviewed. LPAs observed all children's files to be current and complete. The facility uses the Bright Wheel Application to sign children in and out of the CCC. LPAs reviewed Sign In/Out information and notes all information reviewed was found to be completed appropriately, having the authorized parent's electronic signature as well as entry and exit times. The CCC also has paper sign in/out forms available in the event the Bright Wheels Application is not operable.

LPAs reviewed files for the staff present. LPAs found that all staff files are current. LPAs note all staff have current Pediatric CPR/First Aid Certificates and Mandated Reporter training.

Assistant Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assistant Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During today's inspection two Technical Assistances were issued under Title 22.



A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted, appeals rights were provided and report was reviewed with the Assistant Director, Sheila Stevens.
