25 | On October 11th at 2:40 PM, Licensing Program Analyst (LPA) Rosie Breault conducted an unannounced Case Management inspection to follow-up on an Action Level Exceedance (ALE) reported to the Regional Office by Division of Drinking Water (DDW). LPA conducted a pre Covid-19 screening and no exposure on site. LPA met with facility director Desiree Feller advised her the purpose of the inspection. Director provided LPA a tour of the facility inside and out. There were 63 children in care at the time of the inspection.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every five (5) years after the date of the first test. If the water testing results indicate that the facility has an ALE, an immediate response shall be required pursuant to section 101704, which may include remediation.
The Regional Office (RO) received an ALE for two (2) water outlets in this facility. The Center was notified by LPA of the results on 9/15/2022 via phone. LPA advised Director that location (E) had an ALE of 6.1 ppb and location (F) had an ALE of 5.9 ppb. At the time, director was unaware of ALE exceedance, the requirement to contact RO, or provide a remediation plan.
During today’s inspection, LPA toured the entire facility and inspected the outlets in question. LPA observed that the two (2) outlets were secured with a covering wrapped around them. Director indicated outlet (E) was used for water filling for elementary staff only and outlet (F) was used for hot food preparation to some preschool students in the past. Both outlets are located on the elementary side of the property so there was limited contact with children.
