On January 2 , 2024, Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced inspection at the above-mentioned Child Care Center (CCC) to conclude a complaint investigation. LPA discussed the purpose of the inspection with Site Supervisor Tasha Ricketson. At the time of inspection no children were present.
The Department received an allegation that staff do not follow infant safe sleep practices. Based on document reviews and interview with staff it was found that CCC follows certain safe sleep regulations 15-minutes checking and logging during nap times, individual safe sleep plans are completed for each infant, Infants are placed on their backs during nap times Napping equipment is free from small objects. However, during LPA Reyes’s unannounced Required 3-Year inspection, the Site Supervisor informed LPA Reyes that the CCC lays infants on mats outside to sleep. This is contrary to Title 22, Regulation Section 101439.1(b) which states, “A crib or portable-crib meeting United States Consumer Product Safety Commission (CPSC) safety standards shall be provided for each infant who is unable to climb out of a crib.” Discussion with Director Cheri Diaz revealed that they do provide cribs however parents have not requested the use of cribs for napping as they are fine with the napping mats provided. Based on LPAs observations, interviews which were conducted, documents gathered and/or record review(s), the preponderance of evidence standard has been met, therefore the above allegation(s) is found SUBSTANTIATED. No deficiency is being cited, one Technical Violation was issued.
