32 | The investigation was initiated on 04/04/2025 by LPA Bill Billones, who conducted the first unannounced inspection. A second unannounced inspection was conducted on 06/18/2025 by LPAs Bill Billones and Elizabeth George to continue the assessment. During both inspections, LPAs toured the indoor and outdoor areas of the facility, with focused observations of the classroom conditions and the play yard. LPAs also reviewed facility documentation, including the children’s roster, Guardian system records. Interviews were conducted with the program director and a sample of parents from both current and former enrollment.
During the inspections, LPAs did not observe any visible or safety concerns regarding classroom conditions. LPAs observed Classroom 4 contained an AC unit and additional fans were available for use. Through LPA’s observations and review of staff records, facility was in compliance with ratio during each visit.
On 06/23/2025, LPA Bill Billones concluded the investigation and delivered the findings. Based on observations, interviews, and records reviewed, there was insufficient evidence to support the allegations. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations – safety concerns about classroom conditions; the center not having enough fans or air conditioning for classrooms; and the center not within staff-infant ratio are UNSUBSTANTIATED.
A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
Exit interview conducted, appeal rights were provided, and report was reviewed with the Director, Tania Pacheco.
