On December 13, 2023 Licensing Program Analyst (LPA) German Negrete and Licensing Program Analyst Gigi Reyes conducted an unannounced Required- 3 year inspection. At 10:38am LPAs arrived and met with Program Manager Tania Pacheco and Tasha Ricketson Site Supervisor. LPAs explained the purpose for the inspection. LPAs toured the facility inside and outside. At the time of inspection there were 8 infants in care and there were 7 teachers. Facility Hours of operation are from 7:30 am to 5:30pm Monday through Thursday and 7:30am to 5:30pm Friday.

LPAs observed licensing documents mounted on the wall near the entrance. Parents rights is mounted on
the wall as well. LPA observed the center snack schedule and activity schedule. The center provides two snacks in the morning. In the afternoons the infants eat the food provided by parents. At 11;11am LPAs reviewed the sign in/ sign out bright wheel application platform. LPAs noticed 8 infants were signed in by their parents. A total of 8 infants infants were present during the inspection.

LPAs observed The center's activities are mostly out doors. LPAs toured classroom number 4 and the classroom has age appropriate toys and furniture readily accessible for children in care. At 11:59am LPAs observed cribs and matts in classroom number 4. The Site supervisor stated that infants uses mats for napping in the play yard. However cribs are available inside the classroom. (see LIC9102 for Technical Advisory) Infants are dressed appropriately depending on the weather.

The outdoor playground has an ample amount of space for infants to play. LPAs observed the playground has age
appropriate toys and structures available for infants to use with impact absorbing material laid through out
the yard. The playground has ample amount of shade available. The facility has water available for children
inside and out. Children use their own water bottles. Last disaster plan drill was conducted on 09/16/2023.

The center also had a very organized storage area where all the arts and board games are kept. This storage area
was locked. There are no bodies of water. Every Room at the Center has a dual functioning carbon monoxide detector and smoke detector. LPAs observed the trash containers had tightly covered lids.

Children and staff records were reviewed at 12:01pm. In total there were 8 infant files being reviewed. LPAs observed infant's files to be complete and current. LPAs verified SB792 Child Care Adult Immunization and Tuberculosis requirements. In total there were 7 Staff files being reviewed. Teachers present have current Pediatric CPR/First-Aid certificates that are valid. They have current Pediatric CPR that expires March 2024. The program Manager and site supervisor have 16 hours of health and safety training. All teachers had their mandated reporter training certificates. Per Program Manager there are no guns or ammunition at the facility..

In regards to Lead Testing, Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test .For child care center licenses issued after July 1,the Center shall test their water for lead within 180 days of licensor pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility does not provide Incidental Medical Services – IMS. Incidental Medical Services (IMS) policy was
discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of
Operation that includes IMS must be submitted to the Department. The following information regarding ADA

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee staff was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Furthermore to improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. A Technical Advisory was given. A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the licensee Director Cheri Diaz, Program Manager, Site Supervisor.
