The allegation of Personal Rights - Licensee is adamant parents share medical health information with other parents in group message whenever a child has an illness could not be corroborated. LPA reviewed communication between parents and licensee and observed the licensee did request the parents to provide doctors note in their group chat however did not require it. Additionally, interviews with parents revealed parents have submitted their doctors note to the licensee.

The allegation of Personal Rights - Parents not allowed inside the home during pick-up or drop-off could not be corroborated. Interviews with parents revealed they usually do pick up/drop off at the door, however they have not been denied entry to the FCCH while their child was in care. Additionally parent stated they have entered the home to pick up their child.

The allegation of Physical Plant - Entrance/Exit gates are kept locked throughout the day could not be corroborated. Interviews with parents revealed some have observed the lock to be on the front gate while others have not. Additionally one parent stated they had access to the code on the lock.

Although the above-mentioned allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

Report was reviewed with licensee Ximena Villalba. Notice of site visit and appeal rights were given.
