On 12/9/21, at 2:35 PM, Licensing Program Analyst (LPA) Francisca Velazquez conducted an unannounced Case Management inspection of the above referenced Family Child Care Home (FCCH) for a change of capacity. Prior to entering the facility, LPA conducted COVID-19 pre-screening questionnaire and based on Licensee’s responses it was determined that the facility is safe and free of any COVID-19 exposures. LPA met with Cristina Noriega, Licensee of the FCCH and explained the purpose of the inspection. There were no children present in the facility during this inspection.

During this inspection, LPA and Licensee together toured the an interior and exterior of the FCCH. LPA observed the FCCH's interior and exterior to be free of hazardous materials and/or toxins at the time of the visit, which would pose a danger to the children in care.

LPA observed the outdoor yard to be securely fenced. LPA observed a shed that is locked and inaccessible to children in care. Licensee stated that the facility will be replacing the wood in the patio and will also replace some of the fencing around the yard. Licensee shared that construction workers will only be working in the facility during the weekend when no children are present in the home. Licensee will notified the Department when the patio and fence work is complete.

LPA observed facility has a canine that is current with vaccines until 10/22/2022. Licensee stated that children in care will not have access to the canine.

LPA reviewed the Licensee’s First Aid/ CPR certification which expires on 6/27/2022. LPA observed a regulation fire extinguisher which was serviced on 10/25/2021. LPA reviewed the Licensee’s Mandated Reporter Training certificate, which was valid until 6/26/2022.

On 10/12/2021, the Licensee submitted documentation for a FCCH change of capacity. The Licensee is seeking to change the FCCH’s capacity from 8 (Small FCCH) to 14 (Large FCCH). The Santa Maria Fire Department granted a fire clearance following an inspection completed at FCCH on 11/15/2021.

LPA observed that COVID-19 documents were posted. LPA reviewed with Licensee the Safe Sleep Regulation (PIN 20-24-CCP-SP). LPA provided a Handout for Reporting Child Abuse and Neglect Training provided on line at www.ccld.ca.gov.



Licensee was reminded that it is her responsibility to know the regulations for Family Child Care Home and was advised to review Quarterly Updates and Provider Information Notices (PINs), Title 22 & Health & Safety Codes which can be accessed on-line athttps://www.cdss.ca.gov/inforesources/child-care-licensing

The inspection visit was conducted in Spanish and report was translated in Spanish by LPA Velazquez.


The home meets Title 22 Division 12 of CCR requirements for a Large Family Child Care license effective today. Effective date of license is today December 9, 2021. LPA provided the Licensee a Notice of Site Visit (LIC 9213) to be posted.

THIS REPORT MUST BE FILED IN FACILITY FILE AND MADE AVAILABLE FOR PUBLIC REVIEW FOR 3 YEARS.
