On October 14, 2025, at 11:46 AM Licensing Program Analysts (LPAs) Elizabeth George and Bill Billones conducted an unannounced inspection to deliver the findings regarding an investigation of the above-mentioned allegation. Due to the closure of this facility LPAs met licensee at 'Here We Grow' (426217453), both of which are owned by Heather Robbins. LPAs met with Director, Crista Trujillo, and explained the purpose of the inspection. LPAs, in the company of the Licensee, toured the interior and exterior of the facility. LPAs observed 22 children in the care of 5 staff.

The investigation included 3 unannounced inspections, record/document reviews and parent and staff interviews. Based on LPAs record and document reviews it was found that staff are not documenting the 15 minute sleep checks as stated in the allegation above, the preponderance of evidence standard has been met, therefore the above allegation(s) is found SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, are being cited on the attached LIC 9099D.

Upon review of the infant sleep logs report from bright wheel, staff documention of 15 minute checks from the time the child falls asleep till the time the child is awake from their naps is not completed with some days no documentation of 15 minutes sleep checks at all.

On October 14, 2025, Licensing Program Analysts (LPAs) Elizabeth George and Bill Billones conducted an unannounced inspection to deliver the findings regarding an investigation of the above-mentioned allegations. Due to the closure of this facility LPAs met licensee at 'Here We Grow Early Learning Center' (426217453), both of which are owned by Heather Robbins. LPAs met with Director, Crista Trujillo, and explained the purpose of the inspection. LPAs, in the company of the Licensee, toured the interior and exterior of the facility. LPAs observed 22 children in the care of 5 staff.

The investigation included 3 unannounced inspections, LPAs' observations, record reviews, staff interviews as well as interviews (random sampling) of former and current parents of children in care. The above allegations concerning infants sharing of water bottles, safe environment, sanitization, unqualified staff and informing parents of injury could not be corroborated. Parent interviews stated they had no concerns with the cleanliness and safety at the center and are satisfied with the care and supervision provided.

Staff interviews showed that staff are following protocols set forth by the facility to maintain a safe and clean environment for the children in care.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

No deficiencies were issued during this inspection.
