On March 2, 2022 at 10:45 AM a prelicensing inspection was conducted by Licensing Program Analysts (LPAs) S. Mendoza-Ceja and E. Baddley who met with Britney Carlisle and Cindy Post. The program is currently operating with an Exempt Program following the Emergency Child Care Waiver Novel Coronavirus 2019. The operating hours will be 8:30 AM - 5:15 PM, Monday - Friday. LPAs inspected the yurts used for indoor square footage and the outdoor square footage. LPAs were advised since the program is more of an outdoor program they do not have a pull fire alarm, carbon monoxide or smoke detectors in the yurts. The yurts do not have electricity. LPAs did observe a 2A10 BC Fire Extinguisher mounted on the fence in the day care area. The fence was observed to be approximately 4 feet high. LPAs were advised there are some bodies of water on the premises of the zoo for the gibbons which has a 4 foot fence on the other side of the zoo (zoo is 30 acres), also observed was a unfenced fish pond and water under a bridge (4 foot bridge) near the entry of the property of the zoo.

Indoor Square Footage of 1,112.50 meets the requirement for 31 children.
Outdoor Square Footage of 12,102.18 meets the requirement for 161 children.
Shade is available outdoors.
Drinking was is available indoors and outside.
4 VIP Restrooms by MarBorg Temporary Restroom Solutions (4 toilets and sinks) meets the requirement for 70 children.
14 cots available for napping equipment meets the requirement for 14 children.
48 cubbies for children's personal items for 48 children.
First Aid Kit available in each classroom.
Fire Clearance was granted for capacity 150 on 10/13/2021.

COVID-19 was discussed, Britney Carlisle stated the Santa Barbara Zoo has a COVID-19 Response Team and work with the SB Public Health Department. The staff conduct temperature checks and COVID-19 questions prior to children and staff entering the premises.

LPA reviewed with facility representatives the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
Facility representatives were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representatives and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representatives of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
