On June 30, 2022 at 2:24 PM, Licensing Program Analysts (LPA's) Dean Thompson and Susana Martinez along with Licensing Program Manager (LPM) George Mingle conducted an announced Pre-licensing inspection. LPA met with Director Cindy Post and advised the purpose of the inspection. Director provided LPA a tour of the facility inside and out. This program is a primarily outdoor program. Yurts are used to meet indoor needs of children in care. There were four (4) children in care at the time of the inspection. Facility hours of operation are Monday thru Friday 8:30 AM to 5:00 PM. This program had an individual emergency waiver that expired on 6/30/2022.

LPA observed the required licensing documents mounted near the entrance of the facility. Sign in/sign out sheet is located near the entrance of the zoo where parents drop and pick up children from staff. Children will bring their own snacks and lunch from home. Filtered water pitchers will be available for children throughout the facility.

Early Explorers program is located on the Santa Barbara Zoo premises directly behind the safety and security office. The program will be utilizing 10 total yurts. Ropes stabilizing five yurts are inaccessible to children in care by means of a permanent 4 foot safety fence for the larger Yurts. The ropes for the smaller Yurts are made inaccessible to children by means of a temporary safety barriers. LPA observed each yurt had age appropriate toys, activities, and furniture readily accessible for children in care. Each yurt is equipped with first aid kits and Dual Carbon Monoxide/Smoke Detectors. LPA observed cubbies for personal belongings and cots are available for children if they choose to sleep. The program will maintain a 1:6 Ratio. Per the facility, all staff will be required to have radios, emergency bags, and complete set of keys to all safe havens and EE program locations in the event of an emergency.

The facility has one (1) outdoor recreation yard with age appropriate toys and structures.
The outside play are is shaded and enclosed with a wooden gate measured at approximately 5ft in height. Fire Extinguishers 2A10BC were observed with a service date of June 9, 2022. Drill log was observed and last drill was documented on June 23,2022.

Only Early Explorers Staff (EES) and authorized personnel are permitted within the fencing of the preschool area. All visitors and tours will take place out of operation hours or when students are not present.
EES will maintain supervision of students at all times assuring proper ratios. Children are supervised and escorted to and from the bathroom, while inside yurts and at all times while signed in to the Early Explorers Preschool.

Early Explorers Preschool (EEP) participates in multiple emergency drills annually on various emergency situations such as active shooter, natural disasters and animal emergencies with entire zoo as well as independently. The Santa Barbara Zoo is Association of Zoos & Aquariums (AZA) accredited institution, which requires rigorous emergency drills practiced a minimum of 5 times a year. As a part of the Zoo, EEP will participate in these required drills in addition to the many other drills created exclusively for EEP that are practiced throughout the year. In addition to the drills, there are identified "safe havens" throughout the zoo.

There are various small, shallow bodies of water throughout the zoo that are no more than 2 feet in depth. Gibbon Moat- 1,064 feet from the boundaries of Early Explorers Preschool. Penguin Pool- 987 feet from the boundaries of early explorers Preschool. LPA also observed an unfenced fish pond and water under the bridge near the entry of the zoo. These bodies of water are inaccessible to children in care who are kept within the 5 foot fenced perimeter.

CCLD received documents from Director in regards to Safety drills and Safe Haven locations. The center provides monthly emergency disaster drills for staff and children in care.

Fire Safety Inspection was completed by the Santa Barbara city Fire Department on October 13, 2021.

Indoor Square Footage of meets the requirement for 55 children. Outdoor Square Footage of 12,102.18 meets the requirement for 161 children. The indoor and outdoor space allow for a total of 55 children. Director verbalized understanding of maintaining staff supervision for children at all times (inside the Yurts and on the playground. Director informed LPAs that the Yurts are cooled by means of fans which were observed in place. LPA advised director to ensure a comfortable temperature is maintained indoors at all times.

LPA reviewed with Director Cindy Post the LIC 125 Entrance Checklist, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Director was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov.


Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Director was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.


Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with facility representatives and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representatives of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.


The center meets Title 22 Division 12 requirements.

A regular license will be effective today, June 29, 2022 for 55 children
