On March 4, 2025, at 9:48 AM, Licensing Program Analysts (LPAs) Elizabeth George and Giovani Gonzalez conducted an unannounced Annual/ Required Inspection at the above-mentioned family childcare home (FCCH). LPAs met with Licensee Yadira Fonseca and explained the purpose of the inspection. LPAs, in the company of the Licensee, toured the interior and exterior of the FCCH. At the time of the inspection there were 3 children, including licensee's own 2 children, present.

Licensee stated that children have access to the living room, bathroom, dining room and kitchen. Backyard is licensed for care as well, at this time licensee is not utilizing backyard as she does not have it set up for care. While the entire 2nd floor and garage are completely inaccessible to children in care. Stairs are made inaccessible to children in care by a locked gate at the base of the stairwell. The home was orderly and clean with proper ventilation for all children in care. The bathroom used for care is clean. LPAs observed items labeled ‘keep out of reach of children’ accessible to children. Licensee removed and placed in an inaccessible area of the home during inspection. LPAs advised licensee to double check bathroom before opening childcare to remove any items. LPAs observed a fireplace in the living room that is covered and made inaccessible to children. LPAs advised licensee to secure cover to wall. LPAs observed that sharps and knives are stored in the kitchen on a high cabinet that is inaccessible to children in care. LPAs observed that cleaning compounds are stored above refrigerator as well as in the garage and are inaccessible to children in care. Toys, furniture and equipment in the facility are age appropriate.

LPAs observed required licensing forms and documents posted by the entrance of the facility. LPAs observed a dual smoke/carbon monoxide detector which was tested and found operable at 10:16 AM. LPAs observed a regulation fire extinguisher that was purchased 7/27/24. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The most recent fire drill was conducted and documented on 10/1/24.

LPAs observed the backyard to be completely fenced. Backyard is not currently in use. LPAs observed one large breed dog and one medium size dog in the backyard, licensee stated the vaccines on both animals are up to date. LPAs observed no bodies of water on site. Licensee informed LPAs no firearms or ammunition are in the home.

The current child’s record was reviewed, and file was found to be complete. Reminder, all newly enrolled children to have complete files. Facilities current roster of children was reviewed by the LPAs during inspection with all children present during the inspection noted in the roster. Licensee’s Pediatric CPR and First Aid certifications are current and expire on 1/21/26. Mandated Reporter Training Certification expires on 4/18/25. LPAs reminded licensee to have assistants training up to date before starting work.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Yadira Fonseca, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
