On September 30th, 2022 Licensing Program Analyst (LPA) Rosie Breault, made an unannounced inspection to conclude the complaint listed above. Prior to entry, Covid – 19 prescreening questions were asked and no exposure in the facility. LPA met with site supervisor Dominque Goodman and explained the nature and purpose of the inspection. Site supervisor advised Director Cheri Diaz was unavailable at this time; however site supervisor placed director on speaker phone to read findings of report with site supervisor. Site supervisor provided LPA a tour of the facility both inside and out. At the time of the inspection there were six (6) children present and five (5) staff.
The Department obtained an allegation that a daycare child was crying and screaming excessively while in care.

During the initial inspection, LPA observed staff to be compliant with care, supervision, and ratio. The teachers providing care on the outdoor play area were positioned properly to view all children present. Upon LPA arrival, the toddlers were in their own separate outdoor area that is securely fenced. LPA observed children present that day to exhibit excessive crying although not abnormal, and no screaming was perceived. LPA observed the children being comforted, redirected, and adequately attended to. LPA observed once consoled, the children’s crying dissipated. Interviews with director and staff members revealed the facility was licensed two days prior to complaint, and most of the children enrolled have never attended school or left their parents for a significant period; thus, a transition period is occurring. Director provided Department a staff and child roster with contact information.

Interviews with parents could not corroborate the allegation and all interviewed indicated they are satisfied with the care their child is receiving and would recommend the facility to other families.

Based on LPA’s observation, record / file review, interviews conducted, and inquiry with local law enforcement the preponderance of evidence standard for the entirety of the allegation has not been met, therefore the above allegation are found UNSUBSTANTIATED.

Exit interview was conducted with site supervisor and director. Notice of Site Visit (LIC 9213) posted during LPA inspection, and must remain posted for 30 consecutive days. Failure to maintain posting as required will result in a civil penalty of $100.00.

Appeal Rights were provided.
