Licensee interviewed revealed: Licensee stated she does provide transportation service to children in care to and from school.
As part of the investigation, Child Care Licensing completed cross-reports with other agencies, including the Department of Motor Vehicles (DMV). Documents obtained from the DMV revealed the Licensee did not possess a valid driver’s license from approximately June 28, 2023, through September 5, 2025.
Additionally, on August 21, 2025, LPAs Giovani Gonzalez and Elizabeth George observed the Licensee operating a vehicle and transporting children in care. During the inspection, the Licensee was cited for violation of California Code of Regulations, Title 22, Division 12, Section 102402(a)(3) — Conduct in the operation or maintenance of a family day care home which is inimical to the health, morals, welfare, or safety of an individual in care or the people of the State of California — for transporting children in care and being unable to provide proof of a valid driver’s license.
The Licensee is being cited for violation of California Code of Regulations, Title 22, Division 12, Section 102423(a)(2) – Personal Rights, as documented on the attached LIC 9099-D.
Appeal rights were provided to the Licensee.
An exit interview was conducted, and the report was read to Licensee Jessica Garcia. A Notice of Site Visit was provided and must remain posted in a publicly accessible area of the Family Child Care Home.
