On December 6, 2023 Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced Required- 3 year and room change inspection. LPA met with Office Coordinator Artisia Carlon and advised her the purpose of the inspection. Office Coordinator provided LPA a tour of the facility inside and out. At the time of inspection there were 21 children in the care of 4 staff members. The facility operates a morning program from 8:00 AM to 11:00 AM and an afternoon program from 12:00 PM to 3:00 PM.

LPA observed required licensing documents mounted on the wall at the entrance of the facility. Last disaster drill was conducted on 10/19/2023. The facility is located on the Fillmore Elementary School campus. The facility currently uses room E1, but wishes to change to room E4. The change of rooms is proposed to happen during winter break. The Lompoc Fire Department granted a fire clearance for room E4 on 11/21/23. Room E4 has two sinks and one toilet.

The current classroom has age-appropriate toys and furniture readily accessible for children in care. LPA observed one toilet and one sink in the classroom available for children to use. LPA did not observe any hazards/toxins items accessible to children. The facility uses an electronic app for sing-in/sign-out. Facility provides snacks only.

The outdoor playground is fenced and has an ample amount of space for children to play. LPA observed the playground has age-appropriate toys and structures available for children to use. Coordinator states the outdoor play area is shared with the elementary's TK children. Once the room is changed, the center plans on using the same outdoor play yard.

A sampling of children and staff records were reviewed. LPA observed 5 out of 5 children's files to be complete and current. LPA observed staff files to be complete and current. CPR current with an expiration date of 8/2025. Staff mandated reporter certification are all current. LPA verified SB792 Child Care Adult Immunization and Tuberculosis requirements.

Coordinator was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

The current room (E1) has been tested for lead. LPA reminded coordinator that the new classroom must be tested within 180 days of licensure.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Office Coordinator was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA reminded office coordinator to report any changes to the Department like construction or room changes.

No deficiencies were cited during today's inspection.

Approval of the new room (E4) is pending approval of a waiver for the restrooms and the shared outdoor play area.

Room E4 has the square footage to accommodate 18 children at a time, but based on the available sinks/toilets, E4 could only accommodate 15 children. If a bathroom waiver is approved, room E4 may be approved for 18 children.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the office coordinator Artisia Carlon.
