On April 18, 2023 Licensing Program Analyst (LPA) Susana Martinez conducted an announced pre-licensing inspection. LPA met with site director Natalia Mendez, Jaqui Banta and Michelle Graham and advised them of the purpose for the inspection. Together with Natalia, Jaqui and Michelle the facility was toured inside and outside. At the time of inspection there were 0 children in care. LPA did not observe any bodies of water at the time of inspection.

The center plans on operating Mon-Fri 6am- 6pm. The center is located on a church campus. The preschool will be utilizing three rooms: 101, 102, and 103 as well as an outdoor play area. All rooms were observed to be clean and have age-appropriate toys and learning materials. No hazardous/toxic items were observed. A dual carbon monoxide/smoke detector and first aid kit was observed in each room. Sleeping mats were also observed to be readily accessible for children in care. LPA tested all 6 toilets and 6 sinks and found them to be working properly. LPA observed 2 medication storage locations throughout the center. One safe is located in the storage room refrigerator and the other two safes are located in director Natalia's office.

The center has previously tested for lead, LPA observed the drinking fountains in the classrooms to be completely tapped off to prevent children from having access. The center plans on providing drinking water from an outside source, LPA observed water gallons located in each room. LPA did not observe a kitchen on site, the center plans on asking parents/guardians to provide lunch and 2 snacks per day. Site director Natalia states non-perishable snacks will be kept on site in case children forget their food. The outdoor play area was observed to be completely fenced and free of hazardous/toxic items. The outdoor toys, play equipment and materials were observed to be age-appropriate and in very good condition. LPA observed the church's outdoor playground to be completely separated by a link fence.

A fire clearance was granted by the Santa Maria Fire Department on 1/11/2023.

LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed capacity and ratio requirements. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.



Based on room measurements:
Room 103 cannot exceed 32 children at a time,

Room 102 cannot exceed 32 children at a time, and

Room 101 cannot exceed 13 children at a time.


The center meets Title 22 Division 12 requirements. License will be effective today, 4/18/2023 for total capacity of 77 children.
